<br />Since parcels vary in size and ponds exist on both sides of Centerville Road,. it was determined <br />that a front-foot method of assessment was not feasible. Instead, an equivalent-lot basis was <br />used, with utility costs based on standard residential lots in the adjacent Pheasant Marsh <br />Addition. <br /> <br />For lateral sanitary sewer in Phase 1 and 2 of Pheasant Marsh, the cost per lot was $4,100. This <br />is based on report costs for sanitary sewer totaling $209,000 and dividing by 51 lots. Lateral <br />water main for the same 51 lots totaled $191,250, or $3,750 per lot. Mr. Carlson had an <br />agreement with Thomas Wilharber to pay the cost of lateral sewer and water to serve his <br />property. <br /> <br />The actual costs for sanitary and water service lines will be assessed to each property owner. <br />This is reflected in the Preliminary Assessment Roll. <br /> <br />The Eide parcel at 6882 Centerville road had sewer and water service lines extended to their east <br />property line as part of the Pheasant Marsh project. The lot has 264.30 feet of frontage along <br />Centerville Road and could be subdivided in the future. For this reason, a second sewer service <br />is proposed, and the property is assigned 2 equivalent lots. <br /> <br />PROJECT COSTS <br />Detailed cost estimates of the proposed utilities and streets to serve Hunters Crossing Second <br />Addition are included in Appendix A at the back of the report. Unit prices are estimated based <br />on recent, similar type projects in the north metro area of the Twin Cities. The Total Project <br />Cost is $1,293,145.00, which includes 5% contingencies, and 30% indirect costs. Indirect costs <br />include administrative, engineering, interest, and legal expenses.
