Develqp Problem Statement <br />Although the purpose of the studies have been discl18Sed, it is desirable to provide a single <br />agreed to problem statement relative to the study purpose. It is suggested that each of the <br />staffs of the five participating local communities and two counties prepare a simple <br />statement which defines the problem and the stUdy purpose. These could an be collected <br />by a single source, such as the City of Hugo, and a single suggested problem statement be <br />prepared from the co1lcotion. The single statement could then be sent back out to the staffs <br />and ultimately to the discussion group. <br /> <br />2. Define the General Area. of the Study <br />The cxistinllist of problems and concerns generally carry some geographic location with <br />them. These could be placed on a map of t:J1e general area and thai: information utilized to <br />develop the study area. The maps can be developed from existing GIS databases and the <br />placement of the problems rmd coneems can easily be added. A final map could be <br />prepared and ditimbuted back to the staffs of the participating agencies for review, and <br />ultimately to the discussion group. SEH will volunteer to provide the map with problem <br />locations shown since we have moat of the data available. <br /> <br />3. Define the Problems IInp QmS&mi <br />A list was prepared at the meeting of May IS and was summarized and organized in a <br />memo sent to the City by 8EH on May 20. All participating agencies shoulcl comment on <br />the memo of May 20 and return comments to the City of Hugo. These would then be sent <br />back to 8m who will expand and clarify the memos so it will be a complete list of the <br />problems and concerns. This final list will be sent to the staffs and the meeting participants <br />for their review. approval and use. <br /> <br />4. Gather Existing ReDorts and Studies <br />Each local agency, both counties, and. Mn/DOT should review their past studies to <br />determine which may have impact or benefit to the geographic area and the problems and <br />concerns that are listed All comprehensive transportation plans for the area should be <br />obtained. Major studies, such as the MnIDOT Highway 97 Study or the County Road 8 <br />Study obviously will have benefits. However, each of the agencies may have smaller <br />traffic impact studies for parcels, area studies for traffic concerns. or some special studies <br />which ma)l impact only a smaIl atea. These also need to be collected since they are <br />excellent opportunities to reduce the overall work load and provide an opportunity for <br />coordination. <br /> <br />A major concern is who will be the "librarian" of all of the data. It is suggested that one of <br />the cities, such is LiDo Lakes, provide the service. A major role would be to contact cities <br />and agencies to ensure timely retwn, to prepare an index of those received. to mark the <br />
