This can be <br />summarize4 through the existing traffic volume maps. land use maps. and historical 1raffic <br />volume data. <br /> <br />The system operation will provide an analysis of what we know, This will be primarily a <br />review of the system operation using the IIno build system and committed projects."' It is <br />necessary to provide this review back to nem No. 2 which is the problems and concerns <br />and the refinement at those in Item No.9. <br /> <br />The first analysis. which inoludes the chunp to the syatcm. will develop into what we <br />have leamed. This analysis and The adjustments made to the roadway system. should serve <br />as the basis for future Phase n study. <br /> <br />What should be done. or Dext steps, is the most important pan of this meeting. If the <br />system concepts included relocating roads, such as County Road 14, some concepts for the <br />stUdy of the relocation need to be discussed. These CllD be done as part of the ove.rall plan <br />or more a intense plan erm be utilized to determine some of the impacts on the environment <br />and on the local sUcct systems. However. it needs to be done in conjunction with the <br />(Werdll area roadway plans. If an additional interchange is proposed at County Road 4A <br />(80m Street) this may need to be incorporated into a more lengthy study of the interstate <br />system through Anoka, WuhingLon and Chisago counties. <br /> <br />It may be desirable to incorporate studies into 1ll1"ger studies or to pull out segments of <br />studies for more intense scrtltiny in Phase II. However, the work done in Phase I will <br />provide an excellent base. <br /> <br />It is also important at this time to review the land use plans to determine if there are <br />specific clements which are negatively impacting the transportation system. Intense <br />commercial use which will overload segments of the roadway system may actually <br />preclude the successful development of the properlies. Thus. there needs to be an <br />evaluation of land use as well as the roadway system at this point. This is why Phase n is <br />somewhat unknown at this point in the work p1'Ogram development. <br /> <br />Summary <br />The work program, until Item No.9, is primarily one which can be handled by staff given some <br />higher level of effort on the part of all agencies to collect data, provide input and to serve as <br />colleetion agencies. If all agencies agree to participate. the need for outsic1e assistance may be <br />put off until Phase n or at least until Item No.9 in the work program, If the combination of <br />existing staffs is to be utili~ each staff has to make a commitment to provide the necessary <br />time and to meet some schedules which should be set It should not be viewed that this is a <br />
