Sj!stem Analysis <br />At this poinlt the work in the study becomes more involved and intensive. Tho data which <br />has been collected is easily retrievable and the work can be spread amongst the various <br />~cies. A regional traffic forecast model for the area can be used as a base. However, it <br />needs to be modified for the progrmnme.d. improvements of the various agencies. Thus, the <br />base for the f\nnre smdy would be a "no build" system along with committed or <br />programmed improvements. U this system varies from that used in the transportation <br />model, adjostments need to be made and the model run once again to obtain the base <br />information. <br /> <br />Once tho model is ron, a level of se1'Vice can be established for the various roadways and. <br />to some degree. various intersections to determine the system concerns and problems in the <br />forecut year. <br /> <br />At this time, it ia important to redefine the issues and concerns and to evaJual:e the extent of <br />the problems as defined in Item No. 3 in the work program. n is anticipated that a few <br />roadways will be over capacity which should not be a surprise given the anticipated growth <br />in the: area. The purposes and needs can be reviewed for the study. Some priorities can be <br />established for elements in the study. Tb1s essentially redefines the problems and sets forth <br />the program for the seconcl phase of the study. <br /> <br />The agencies>> or a task force or consultant, can review the roadway systems for the four <br />levels of service and operation. A hypothesis can be established for each of the reasons for <br />the poor level of service segments. The roadway s~tcm could be adjusted using some <br />general concepts. These could include adding interchangest widening roads, Jelocating Or <br />improving sections of road, or forcing diversion through the model to determine impacts on <br />other segmenti of the system. It may be m:cCSBary to "ran selected links" on I~3SB, 1-3~W <br />or CSAB 14 to detel1Tline the flow of traffic to and from the critical areas. <br /> <br />Once the various hypotheses have been developed, the transportation model should be <br />rerun with adjustm.ents placed. in: the system. The levels of service should be calculated <br />from the resulting volumes of the second study and the system should be reartalyzed. <br />Again. any remaining poor levels of service should be reviewed and addressed. If there are <br />none>> the system changes based on the hypothesis that have been placed into the system <br />should be evaluated for implementation. <br /> <br />10, Evaluation <br />At this point, Phase I of the progmm has been fairly well completed and Phase n will be <br />dependent upon what has been learned.
