Hayfield Road Block Party <br /> <br />Council Member Broussard Vickers asked whether the police and fire department had <br />given approval for the block party. <br /> <br />Motion by Council Member Broussard Vickers~ seconded by Council Member <br />Capra to approve the Havtield Road Resident Block Party on SaturdaY~ June 7~ <br />2003 from 4:30 to 8:30 and approve that the streets be blocked off with cones <br />oendin2 receiot of fire and police department approval. All in favor. Motion <br />carried unanimously. <br /> <br />vm. OLD BUSINESS <br /> <br />1. Mr. Lloyd Drilling <br /> <br />Mr. Drilling addressed Council and indicated he had spoken to every land owner north to <br />MoelIner blacktopping to the creek and all landowners are in agreement and interested in <br />rezoning to residential. <br /> <br />Mayor Sweeney indicated the City would like something in writing. <br /> <br />City Attorney Hoeft indicated the City would need representation from the other owners <br />of their interest in rezoning and noted that as the process goes along there would be <br />public hearings to hear comments and work out the details. He then indicated that all the <br />landowners would need to sign off on an application for the rezone or one person with <br />interest in the property such as a purchase agreement could sign off. <br /> <br />Mr. Drilling indicated he would like to know whether Council is interested in this type of <br />residential development in the area. <br /> <br />Council Member Broussard Vickers indicated that her issue was the concern with spot <br />zoning and she has no issue with proceeding with the rezoning request but is not prepared <br />at this time to indicate whether the project would be approved. <br /> <br />Council Member Paar asked how this would affect the Metropolitan Council's affordable <br />housing requirements. Ms. Moore-Sykes indicated that the Metropolitan Council would <br />approve because of the high density. <br /> <br />2. Tom Thumb Conditional Tobacco Retail License <br /> <br />Ms. Moore-Sykes indicated that Tom Thumb had passed all the additional compliance <br />checks and would like Council approval of a regular license through December 31, 2003. <br /> <br />Motion bv Council Member Lee. seconded by Council Member Broussard Vickers <br />to remove the conditions and reinstate the annual license for Tom Thumb to <br />December 31.2003.
