Mayor Miron welcomed. everyone to the meeting, and each person around the tables introduced themselves. PRESENT (City of Hugo): Council members Mike Gnrnger, Chuck Haas, Mayor Fran Miron. Planning Commission Chair Dave Schumann. City Engineer Dave MHchell. CD Director John Rask, and City Administrator Michael Ericson ABSENT: Council mcmber Becky Perryk and Frank Puleo PRESENT (City of CentervilJe): Council members Mary Capra, Jeff Paar, Linda Broussard Vickers, Tom Lee, Mayor Terry Sweeney, and Qty Administrator Kim Moore Sykes PRESENT (City Of Lino Lakes): City Administrator Linda Waite Smith, Council members Donna Carlson, Caroline Dahl, and Mayor John Bergeson. Planner Jeff Smyser, and City Engineer Jim Studenski OTHERS PRESENT: Anoka County Commissioner Rhonda Sivarajah; Anoka County Transportation Manager Kate Garwood; Anoka County Engineer Doug Fischer; MnDOT Represenlati va Rick Amebeck; Washington County Engineer Don Theisen; Tim Rehbein from Lino Lakes Chamber of Commerce; and interested citizens. C.'lAH 8114 IMPROVEMENT PROJECT Hugo Cily Admini~tratClT Mike Rric!\on reviewed with everyone the March 20, 2003 meeting minutes and the contents of the May 1 S, 2003 agenda materials. He ex.plained. that the Hugo City Council had selected the 142ml Street alignment for the CSAH 8/14 project at its May S, 2003 meeting. The Wa.lOhington County Board will consider this recommendation at its June. 24, 2003 meeting. I-3SE CORRIDORJ;OALITION Hugo City Administrator Mike Ericson introduced SEH senior transportation engineer Glen Van Wormer. Glen facilitated the process of identifying local issues and concerns from the three cities and all attendees. The exercise resulted in a large list categorized into four areas: 1) transportati on system; 2) land use considerations; 3) environmental; and 4) miscellaneous. The complete list is a memo attachment from Glen. The attendees took a ten minute break and returned to discuss the next action. Hugo Mayor Fran Miron reminded the attendees about the need to fonn as coalition, a united coalition, as suggested by Congressman Mark Kennedy last fall. He offered the use of Hugo City staff to prepare a draft Ioint Powers Agreemeut. Anoka County En~ineer Doug Fischer offered his department's assistance. A draft JPA will be sent to the three cities. Columbus Township. two counties. and to the City of Forest Lake for review and comment. Doug Fischer also provided an update to Jeff Pur and the Centerville City Council on the CSAH 14 project west of 1-35E. MnDOT representative Rick Amebeck stated that MnDOT has grant funds for this study. There may also be Metropolitan Council grant dollar!!, too. Glen will assist the coalition in the development of a work plan with goals. The coalition will be able [0 use the CSAH 97 and T-3SE studies in developing of a study of the 1-3SE & CSAH 14 area.
