<br />CITY OF CENTERVILLE <br />ANOKA COUNlY, MINNESOTA <br /> <br />ORDINANCE NO. <br /> <br />AN EMERGENCY INTERIM ORDINANCE TEMPORARILY <br />PROHIBITING CERTAIN DEVELOPMENT IN THE AREA <br />GENERALLY KNOWN AS THE DOWNTOWN OF CENTERVlLLE <br /> <br />THE CITY COUNCIL OF THE CITY OF CENTERVILLE ORDAINS: <br /> <br />Section 1. <br /> <br />BACKGROUND <br /> <br />1.01 The City of Centerville has undertaken a study of the area commonly known as <br />the downtown of Centerville. The area affected consists of approximately 28 acres (" Study <br />Area"). The current zoning designations for property in the Study Area are a mixture ofR-2 and <br />M-1. <br /> <br />1.02 The City Council finds that the current zoning of the Study Area simply reflects <br />the existing uses, and may well not reflect the best long-term use of the Redevelopment Study <br />Area. <br /> <br />1.03 The Study Area encompasses property that is unique in the City, as it is some of <br />the most attractive lakefront property in the City and encompasses property in the historic, <br />original town of Centerville. <br /> <br />1.04 There are a number of significant issues pertaining to the Study Area parcels. The <br />purpose of this Ordinance is to allow the City to: <br /> <br />a. Study each parcel to determine its suitable zoning and use~ <br /> <br />b. Consider each parcel in the context of the City's overall <br />commercial and residential needs; <br /> <br />c. Consider the economic impacts on the City of various development <br />options for the parcels~ and <br /> <br />d. Develop a set of options and a specific land use recommendation <br />for each parcel and a comprehensive development plan for parcels <br />in the Study Area. <br /> <br />1.05 There is a need for a study to be conducted so that the City can adopt a set of <br />comprehensive official controls pertaining to such uses and issues. The study will address the <br />land use issues, including those referenced above. <br /> <br />1 <br /> <br />JI; <br />
