City of Centerville <br /> Council Meeting Minutes <br /> April 11, 2012 <br /> VII. OLD BUSINESS <br /> None. <br /> VIII. NEW BUSINESS <br /> 1. Approval of the 2011 Audit <br /> Motion by Council Member Fehrenbacher, seconded by Council Member Paar, to <br /> approve the 2011 Audit with the modification of incorrect expiration dates for <br /> Council Members King and Paar as presented. All in favor. Motion carried <br /> unanimously. <br /> 2. Consider Purchasing Surplus County Property <br /> a. 7261 Main Street <br /> b. 1798 Main Street <br /> Council Member Fehrenbacher requested the Mr. Tolzmann assist Council with <br /> discussing the excess County properties and their values. <br /> Mayor Wilharber reviewed the location of the properties and stated the appraised <br /> value /estimated market value of the parcels is: (7261 Main Street — Est. Market Value <br /> $29,350) & (1798 Main Street — Estimated Market Value $42,500). Mayor Wilharber <br /> stated that the parcels are surplus property remaining from the reconstruction of <br /> CSAH 14/Main Street which must be offered to the City in accordance with the Joint <br /> Powers Agreement. <br /> Lengthy discussion ensued regarding 7261 Main Street, whether the lot was buildable, <br /> either with or without a variance. Mr. Tolzmann felt that if the parcel was buildable the <br /> purchase value of the property as suggested by Anoka County, would be fair. <br /> Administrator Larson stated that a variance may be needed in this case; however, he felt <br /> it was likely that a home could be built on the parcel. <br /> Discussion ensued regarding realtor fees, length of time that the City would own the <br /> parcel, marketing of the parcel, neighboring property owner's willingness to purchase, <br /> potential profit and the need to complete a survey of the property ensuring that the lot <br /> was buildable prior to purchasing it from the County. <br /> Motion by Council Member Fehrenbacher, seconded by Council Member Paar to <br /> obtain a survey of 7261 Main Street, and staff is authorized to extend an offer to <br /> purchase the property if it is determined to be a buildable parcel. All in favor. <br /> Motion carried unanimously. <br /> Mayor Wilharber gave a brief outline of the 1798 Main Street parcel.
