V otel Extension Motion bv Council Member Cavra. seconded by Council Member Broussard Vickers to avvrove the Consent A2enda as amended. All in favor. Motion carried unanimously. V. A W ARDS/PRESENTATIONS/APPEARANCES None. VI. PUBLIC HEARING(S) 1. Mr. Lloyd Drilling 6939 - 20th Avenue South Rezone Mayor Sweeney opened the public hearing at 6:40 p.m. Ms. Moore-Sykes reviewed the rezoning request with Council indicating that the Planning Commission was in favor of the rezone but was not able to take action on the request until a public hearing has been held on the MUSA change. Mr. Drilling addressed Council and provided an overview of the proposed development. Council Member Broussard Vickers indicated the Planning Commission was fine with the request but noted there were questions concerning the density. She also indicated that Mr. Drilling was told the City was not interested in private roads. Mr. Wilharber indicated that the Commission had asked for another entrance for safety exiting onto Center Street. Council Member Capra indicated she has a concern with this being spot zoning and she feels that the City needs more commercial than residential property. She then commented that the City did not allow a rezone on the property to the south and she has an issue with allowing this one to rezone. City Attorney Hoeft agreed that taking a chunk out of the middle of the commercial and rezoning it to residential could be an issue with spot zoning. He then said he would feel more comfortable if the City had the other parcels along that strip seeking rezones. Page 2 of 10
