Motion carried <br />unanimously. <br /> <br />V. A W ARDS/PRESENTATIONS/APPEARANCES <br /> <br />None. <br /> <br />VI. PUBLIC HEARING(S) <br /> <br />1. Mr. Lloyd Drilling 6939 - 20th Avenue South Rezone <br /> <br />Mayor Sweeney opened the public hearing at 6:40 p.m. <br /> <br />Ms. Moore-Sykes reviewed the rezoning request with Council indicating that the <br />Planning Commission was in favor of the rezone but was not able to take action on the <br />request until a public hearing has been held on the MUSA change. <br /> <br />Mr. Drilling addressed Council and provided an overview of the proposed development. <br /> <br />Council Member Broussard Vickers indicated the Planning Commission was fine with <br />the request but noted there were questions concerning the density. She also indicated that <br />Mr. Drilling was told the City was not interested in private roads. <br /> <br />Mr. Wilharber indicated that the Commission had asked for another entrance for safety <br />exiting onto Center Street. <br /> <br />Council Member Capra indicated she has a concern with this being spot zoning and she <br />feels that the City needs more commercial than residential property. She then <br />commented that the City did not allow a rezone on the property to the south and she has <br />an issue with allowing this one to rezone. <br /> <br />City Attorney Hoeft agreed that taking a chunk out of the middle of the commercial and <br />rezoning it to residential could be an issue with spot zoning. He then said he would feel <br />more comfortable if the City had the other parcels along that strip seeking rezones. <br /> <br />Page 2 of 10 <br />
