City of Centerville <br />Council Meeting Minutes <br />October 10, 2012 <br />would aid in future grant submissions. Council Member King questioned whether the <br />City would be fined if they did not approve it and Mr. Statz stated that he would research <br />his question. <br /> <br />Motion by Council Member Love, seconded by Council Member Fehrenbacher, to <br />approve the Surface Water Management Plan (SWMP) as presented. Council <br />Member King opposed. Motion passed. <br /> <br />2. Ord. #58, Second Series – Amending City Code, Chapter 156, Section 156.006 <br />Definitions & 156.016-156.052 Zoning Districts <br /> <br />Administrator Larson stated that most of the amended language is due to uses that are <br />allowed in multiple zoning districts, modification to a grid form for the same districts, <br />slight modification in language and guidelines for daycare and residential facilities that <br />treat juvenile sex offenders that comply with State requirements along with definitions. <br />Planning and Zoning felt that the modifications would assist both the public and staff in <br />clarification and ease of use. Administrator Larson stated that Council needed to make <br />two (2) motions: one for adoption of Findings and Decision Related to Chapter 156.006 <br />& 156.016-156.52 and second to approve of Ord. #58, Second Series – Amending City <br />Code, Chapter 156, Section 156.006 Definitions & 156.016-156.052 Zoning Districts as <br />presented. <br /> <br />Council Member Love stated that he has participated in Planning & Zoning’s review of <br />the sections and feels that it expands the modifications rather than restricts them. <br /> <br />Motion made by Council Member Love, seconded by Council Member Paar, to <br />Adopt the Findings and Decision Related to Chapter 156.006 & 156.016-156.052 as <br />presented. All in favor. Motion passed unanimously <br />. <br /> <br />Motion made by Council Member Love, seconded by Council Member Paar, to <br />adopt Ord. #58, Second Series – Amending City Code, Chapter 156, Section 156.006 <br />Definitions and 156-016-156-052 Zoning Districts chart format as presented. All in <br />favor. Motion passed unanimously. <br /> <br />3. Ord. #59, Second Series – Amending City Code, Chapter 72, Regulating Use of <br />Snowmobiles <br /> <br />Administrator Larson stated that the proposed ordinance originated with the consortium <br />of cities that have been working together on various projects and found that requirements <br />and enforcement of snowmobiles was unique to each city making if difficult for riders <br />and enforcement. Administrator Larson stated that the Cities of Circle Pines and <br />Lexington would be adopting this ordinance also.
