City of Centerville <br />Council Meeting Minutes <br />October 10, 2012 <br />Finance Director Jeziorski stated that accounting regulations require the committing of <br />fund balances for specific purposes through the resolution process allowing annual carry <br />over. <br /> <br />Lengthy discussion was had regarding the loaning of funds versus providing financial <br />assistance to obtain the Committee’s goal in 2013, cost of construction of one (1) court <br />($16,000 - $18,000) and a not to exceed limit of the $5,000 from Capital Outlay line item <br />of the 2013 Budget with the understanding that if construction cost are less than the funds <br />allocated in this resolution they will be returned to the General Fund. <br /> <br />Motion by Council Member Fehrenbacher, seconded by Council Member Paar to <br />approve Res. #12-024 – Committing Fund Balances for Specific Purposes with the <br />understanding that if construction costs are less than the funds allocated in Res. <br />#12-024 they will be returned to the General Fund. Council Member King opposed. <br />Motion passed. <br /> <br /> <br />VI. AWARDS/PRESENTATIONS/APPEARANCES <br /> <br />VII. OLD BUSINESS <br /> <br /> <br />1.Anoka County Purchase of Liebel Property (7297 Main Street) <br /> <br />Administrator Larson explained that Anoka County has indicated that they will connect <br />the Leibel property to municipal services and provide snow removal for the bike <br />path/trail along Main Street from Mound Trail to the City’s property along Main Street <br />then south through LaMotte Park in addition to the items mentioned when they attended <br />the council meeting on September 26, 2012. <br /> <br />Lengthy discussed ensued regarding the County’s additional incentives and abutting <br />property owners favoring County ownership. <br /> <br />Motion made by Council Member Fehrenbacher, seconded by Council Member <br />Love to enter into a Memorandum of Understanding with Anoka County for the <br />purchase of 7297 Main Street subject to all concessions previously offered and <br />including the concessions discussed this evening with City’s Legal Counsel review. <br />All in favor. Motion passed unanimously. <br /> <br />VIII. NEW BUSINESS <br /> <br />1. Approval of the Surface Water Management Plan (SWMP) <br /> <br />Engineer Statz reported that he believed the Rice Creek Watershed District approved the <br />submitted plan.
