MEMORANDUM <br /> • <br /> TO: Mayor and City Council <br /> CC: Dot Heifort <br /> FROM: Kurt B Glaser <br /> DATE: November 8, 2012 <br /> RE: Contract for the Ticket Education Program <br /> I am requesting action by the Council to approve my firm's contract to provide the Ticket <br /> Education Program for three years. We are pleased that the performance of the Program has proven to be <br /> popular with citizens and a productive public safety tool. <br /> Attached is the proposed contract between the City and my firm, iGovernment Solutions. I <br /> negotiated this contract with Jim Keinath and the Circle Pines City Attorney, Kim Kozar. We negotiated <br /> this contract with them in order to avoid any potential conflict of interest that could come from my service <br /> as your City Attorney. Jim Keinath kindly agreed to step -in to facilitate this process. <br /> The City of Circle Pines ratified their version of this contract two weeks ago. The version before 1111 <br /> you is slightly different than the Circle Pines version. The differences between the contract versions as <br /> follows: #1) Reference to Circle Pines have been changed to Lexington. #2) Circle Pines has appointed <br /> me as a "special prosecutor" for handling their City's cases through the Ticket Education Program. #3) <br /> Program policies were updated to reflect language approved by the Governing Board related to the 10% <br /> policy and inclusion of parking offenses. The reason behind using that term is because Circle Pines has <br /> another law firm which serves as their prosecutor. The language in Lexington's version of the contract <br /> reflects the fact that I already serve as your prosecutor, and my role in operating the Ticket Education <br /> Program will be incorporated into the existing services which I already provide ovide to the City. <br /> rP g Y P C ty. <br /> Please let me know if I can answer any other questions. <br /> Kurt Glaser <br /> • <br /> 14 <br />
