City of Centerville <br />Council Meeting Minutes <br />February 8, 2006 <br />Motion by Council Member Lakso to table this item died due to lack of second. <br /> <br /> <br />City Administrator Larson indicated that the funds should be available and Staff will <br />review the budget. <br /> <br />Council Member Lakso asked whether the other two cities are not in agreement what <br />happens. <br /> <br />Mr. Erickson indicated that they met a pledge to the County that they felt that they could <br />get at least two cities to back this and he would have the obligation to find another City to <br />contribute but he hopes that is not going to be the case. <br /> <br />Council Member Lakso indicated that she would be interested in looking into <br />participation. <br /> <br />Mayor Capra indicated that the City provides services to residents in other parks and <br />recreation areas and this would be another way to provide services to the residents. <br /> <br />Mayor Capra asked the value of the City’s 16%. <br /> <br />Mr. Erickson indicated that there would be a master agreement and the City can add <br />clauses about a price break for consortium members and if the City would like windows <br />of ice time for park and recreation activities for the City. <br /> <br />Mayor Capra indicated she was most concerned with the 20 year commitment but she has <br />no issue with the upfront fees. <br /> <br />Mayor Capra indicated that she feels she needs more information and some time to <br />discuss this with the Finance Director before making her final decision on this. <br /> <br />Council Member Lakso indicated that as with any other amenity she needs to think about <br />this and the funds should come out of park and recreation funds but there are no funds <br />available. She then said she questions whether this accessory should be paid for by <br />general funds so she would like more time to think about this. Council Member Lakso <br />stated that Park Dedication fees are utilized for the purchase of play equipment and <br />generally not general funds. <br /> <br />Council Member Terway indicated that he feels there is an ever increasing need for <br />indoor ice and he feels the risk to the City on this is minimal. <br /> <br />Council Member Lakso indicated that she is concerned with taking this $16,000 out of <br />general funds when the City agreed not to use general funds for the play structure at <br />LaMotte Park. She then said that the ice sheets would be a nice amenity but she is not <br />sure it is equitable for all residents and she is concerned about using funds for this when <br />there are park needs in this City. <br /> <br />Page 3 of 11 <br />
