City of Centerville <br />Council Meeting Minutes <br />February 8, 2006 <br />Mayor Capra indicated that this is an amenity no different than building a tot park or <br />skate park. <br /> <br />Council Member Lee indicated that there are financial issues with the park and recreation <br />funds due to the purchase of the lake property and the City is working on a fund drive to <br />fund the play structure at LaMotte Park and the City was not willing to take general funds <br />for the play structure but this ice would have to be funded from the general fund. <br /> <br />Mayor Capra had Staff note the amount of park dedication fees available and noted that <br />with incoming park dedication fees the fund will continue to grow. <br /> <br />Mayor Capra asked the timeline for this. <br /> <br />Mr. Erickson indicated that the commitment is needed in February because the County <br />has said that financial guarantees must be obtained or the County will withhold <br />disbursement on the bonds issued. <br /> <br />Mr. Erickson asked the City to pass a Resolution in support of the project contingent <br />upon further review and final approval of the master agreement. He then said that the <br />City could split the $16,000 into two $8,000 payments. <br /> <br />Mayor Capra indicated that she needs information on the 16% of the 500 hours that the <br />City would be liable for and would like the Finance Director to provide some projections <br />and a breakdown of potential long term dollars that would be committed by this <br />agreement. <br /> <br />Motion by Council Member Terway, seconded by Council Member Paar, to <br />approve support contingent upon investigating the payment structure and dividing <br />payment into two fiscal years, further review of overall operational plan, and <br />reaching a satisfactory master agreement. All in favor. Motion carried <br />unanimously. <br /> <br />Council Member Paar indicated there is support from Park and Recreation and the ice <br />time would benefit young and old alike, those that play hockey and those that want to <br />open skate. <br /> <br />Council Member Paar indicated that this could be a total cost of maybe $260,000 if the <br />City has to pay for ice over 20 years rather than $5,000,000 to build an ice arena. <br /> <br />Council Member Terway indicated that he agrees with the concern that this is not here <br />but this is a unique opportunity to provide ice for hockey and open skating for a very <br />reduced fee for the City as compared to if the City would be asked to construct an ice <br />arena. <br /> <br />VI.
