<br /> <br />City Council 2012-12-12 7:50 p.m. <br />Minutes of Work Session <br /> <br />Present were Mayor Tom Wilharber, Council Members D Love, Jeff Paar, Steve King, <br />and Ben Fehrenbacher. Also present were Mark Statz, Stantec and Public Works Director <br />Paul Palzer. <br /> <br />The purpose of the work session was to cover a variety of agenda items, the most critical <br />being to meet with representatives of Anoka County regarding improvements to <br />Centerville Road. <br /> <br />1. Centerville Road (CSAH 21). Representatives of Anoka County included <br />Commissioner Rhonda Sivarajah and Doug Fischer County Engineer, along <br />with his Assistant, Curt Kobilarsik <br /> <br />Doug Fischer of Anoka County reviewed preliminary plans regarding the possible <br />improvements to CSAH 21. The improvement would be: Main Street to Heritage Street - <br />Mill and Overlay; Heritage Street to Hunters Trail - Full Reconstruction; Hunters Trail to <br />Birch Street - Reclaim Shape and Pave. <br /> <br />A section of the road between Heritage Street and Dupre Road would have some curb, <br />but most of the road would be rural section with ditches. Mr. Fischer apologized that his <br />staff had presented plans for a more substantial improvement, but that funding is not <br />currently in place for the higher cost version staff had shared. If the project cost is more <br />than what he described, then the project would need to be part of the county five-Year <br />Capital Improvement Plan and that would delay the project. The project was discussed at <br />length along with the merits of a more substantial improvement to the road. <br /> <br />Anoka County would have significantly more right-of-way to acquire, if the design of the <br />road included more urban section. Even so, some right-of-way will need to be purchased. <br />That adds about six months to the project planning phase. <br /> <br />The City’s share of the project as described by Fischer, would be about $80,000 and <br />would rise to about $300,000 with the trunk storm sewer being constructed from the <br />downtown to LaMotte Park. If trails were added, that would be entirely the City’s cost. <br /> <br />Anoka County would like direction from the City as to the level of improvement that the <br />City desires and whether any trails or sidewalks should be included. It was noted that <br />Lino Lakes has responsibility for part of the southerly end of the improvement. Lino <br />Lakes has indicated that they would not be likely to request that trails be included, but <br />intend to make trails a developer cost when adjoining property is developed. They also <br />need to know whether the City wishes to construct trunk storm sewer from the downtown <br />south to LaMotte Park. <br /> <br /> <br />
