The City Council will include these issues on a work session for some time in January <br />and will provide a response to Anoka County following that. <br /> <br />2.Paid Time Office (PTO) Policy <br /> . <br /> <br />Administrator Larson pointed out that the agreement with Local 49, negotiated before his <br />employment, includes a change in PTO earnings at three years. All non-union Staff have <br />the first change at five years. Also, the union has a maximum accrual carryover at year- <br />end of 216 hours, whereas other employees have a maximum of 208 hours. The concerns <br />of fairness and for encouraging another union were considered. Consensus was that the <br />non-union staff PTO policy should be changed to conform with those for union <br />employees. <br /> <br /> <br />3.Draft Ordinance Amending Chapter 51 relating to Mandatory Connection to <br />Municipal Water. <br /> <br /> <br />Administrator Larson reviewed a draft ordinance that extends the sunset date to connect <br />to watermain to 2021 for areas where water is first made available after January 1, 2016. <br />It was noted that the sunset date was extended from 2012 to 2017 after the 2009 <br />Improvement Project. After considerable discussion, consensus of the Council was that <br />the ordinance should be presented for adoption as drafted, at the next meeting. <br /> <br />The meeting was adjourned at approximately 9:30 p.m. <br /> <br />Dallas Larson, Administrator <br /> <br /> <br />
