Before Cle8Dup
Before cleanup begins, officials should first conduct a pre-cleanup' assessment of
the drugs manufactured, the chemicals found~ dn1a ~uction methods used,
production locations, and disposallocatioDS at the site.31 This assessment should
include testinS and evaluation of suspected contaminated areas.38 Assuming the
site assessment shows that cleanup is needed, officials sbould then evaluate the
different cleanup requirements for the 'site. 3'

B. ClelUlllp
Depending upon extent of contamination found or suspected from the pre-cleanup
site assessment, cleanup of the site should be conducted throuah one or more of
the fonowing activities:

VeDt11auon

Remo"l 0 plum lDg
fixtures41 .
Detergent water washina Wasbins some areas
of cOntaminated floors, with weak acidic
walls and cciliDgs43 solutioDs"

Demolition of
con.taminated stlUcmre
(in rare cases)46
CleaniDa or disposal of porous materials md fLlmisbinls sue as carpetinl,
paneling or other items based urn cleanup evaluator's belief of what can and
cannot be su;fiiciently cleaned.4

Outdoor waste removal

Cleaning 0 plumb~g and
ventilation systems42
Encapsulation or sealing
of some surfaces with oil
based paint, pol~e
or other materials45
R.emoval 0 contaminated
soil or water'.

c. After ClelDup
Unfortunately, there is DO 'safe' cleanup level established for many chemicals
associated with math labs, so Even when a lab site is cleaned according to the
guidelines mentioned above, it still may contain unsafe levels of contamination.
Therefore. the Minnesota Department of Health recommends the following:

A post-cleanup assessment C should be made by a health
professional with training in clandestine laboratory cleanup in
consultation with the con1ractor hired to perform the
decontaminadoD work, and with input &om the law or drug
enforcement agency involved. This assessment sbould verify
(when possible) that the site has been cleaned according to the
cleanup guidelines established by the Mim1esota Department of
Hea1th11 and that contamination has been reduced to levels
. ex.pected to be non-toxic. 52 No ODe should rent. purchase or

-5-
