Motion carried <br />unanimously. <br /> <br />v. A W ARDSIPRESENTATIONS/APPEARANCES <br /> <br />I. Mr. John Thill- Citizen of the Year <br /> <br />Mayor Sweeney read the letter of recommendation nominating Mr. Thill for Citizen of <br />the Year. He then presented a plaque to Mr. Thill. <br /> <br />Mr. Thill thanked Council for being nominated and for all those that voted for him. <br /> <br />VI. PUBLIC HEARING(S) <br /> <br />None. <br /> <br />VII. COUNCIL BUSINESS <br /> <br />1. Pheasant Marsh Phase II - Release of Building Permits w/o Mylars <br /> <br />Ms. Moore-Sykes indicated that Ground Development has asked that building permits be <br />issued without the mylars because of a backlog with recording at the County. <br /> <br />Mr. Dale Runkle, Ground Development, indicated that they had filed the documents with _ <br />the County on March 24, 2003. He then explained that the first stop at the County is the <br />surveyor and once that office approves the documents they are sent to the recorder's <br />office for recording. He also indicated that all fees have been paid but the County, as of <br />yesterday, was only on March 15, 2003 for recording. <br /> <br />Page 2 of II <br />
