<br />City of Centerville <br />Council Meeting Minutes <br />April 23, 2003 <br /> <br />City Attorney Hoeft suggested that the City could negotiate with Groung Development to <br />allow the accelerated schedule provided that they consider an addendum waiving the <br />higher improvement costs. He then said that allowing Phase ill earlier than 2005 is <br />discretionary for the Council but Council should be awar~ of a potentially sizeable <br />liability for those improvements. . <br /> <br />Council Member Broussard Vickers indicated she would like to look at a 4ifferent kind of <br />payoff schedule as the City did not anticipate that the first two phases would go so <br />quickly and was short on bond payments. <br /> <br />City Attorney Hoeft indicated that Council allowed the acceleration of Hunter's Crossing <br />and required that the developer pay an increased park dedication fee based on the fact <br />that, if the development came in during 2005, the park dedication fee would be higher. <br /> <br />Council Member Capra indicated she was riot opposed to 2005 being advanced. <br /> <br />Council Member Lee indicated his issue would be the park dedication fees and that can <br />be negotiated. <br /> <br />City Attorney Hoeft indicated he would like an estimate from the City Engineer for <br />improvements for Phase ill to compare how that relates to the original amount in the <br />agreement and then would be looking to negotiate an additional waiver with Ground <br />Development. <br /> <br />Mr. Runkle asked what the increased park dedication fees for Hunter's Crossing were. <br />Ms. Moore-Sykes indicated it was an additional $500 per lot. <br /> <br />3. Resolution #03-023 - Pheasant Marsh Phase II Escrow Transfer from Phase I <br /> <br />Motion bv Council Member Capra.. seconded bv Council Member Lee to approve <br />Resolution #03-023 as presented. All in favor. Motion carried unanimouslv. <br /> <br />4. Resolution #03-024 - Hunter's Crossing Phase II Escrow Transfer from Hunter's <br />Crossing 1 st Addition to Hunter's Crossing 2nd Addition <br /> <br />r <br /> <br />Council Member Capra asked if there were any legal issues with Phase II if a <br />Comprehensive Plan Amendment has not been approved. City Attorney Hoeft indicated <br />there were no legal issues with transferring the escrow. <br /> <br />Motion bv Council Member Lee.. seconded bv Council Member Paar to approve <br />Resolution #03-024 as presented. All in favor. Motion carried unanimouslv. <br /> <br />5.
