STAFF REPORT
CENTER~LE CITY COUNCIL

Date: May 14, 2003

To: Honorable Mayor and City Council Members
Ms. Kim Moore-Sykes, City Administrator

Ellen Paulseth, Finance Director ~
Re: Capital Improvement Plan

From:

********.***************************************************************

Staff is looking for direction in putting together a five..year capital improvement plan.
We have located several old plans. The last plan, which would still be in effect, was put
together by the former City Administrator, but was never formally adopted.

When the City's engineering firm completes the street and utilities study, most of the
information will be in place. However, Council may want to prioritize the infrastructure
projects as well as plan for park, equipment" and city hall improvements.

Adopting a capital improvement plan and. updating it on an annual basis provides
direction for staff and helps define a budget strategy. It also puts the city in a proactive,
rather than reactive, position with regard to addressing needed capital improvements.

Staffwill be available to assist if the council wishes to schedule a capital improvement
workshop. It should be done as soon as possible in order to have at least a preliminary
plan in place before we begin the annual-ouaget process.
