REQUEST FOR PROPOSAL <br /> The City of Centerville will receive proposals to purchase the property at 7261 Main <br /> Street (Lot 14, Block 2, Burque Addition No. 1). The property has approximately 140 <br /> feet of shoreline on Peltier Lake. A deposit of $2,500 shall be submitted with your <br /> proposal. The deposit from the successful proposer will be retained until 30 days after <br /> issuance of a building permit. Title to the property will be conveyed by warranty deed <br /> subject to easements of record. Proposals shall be submitted by March 7, 2013, at 3:00 <br /> p.m. to the City Administrator, 1880 Main Street, Centerville, MN 55038. The City <br /> reserves the right to reject any or all proposals and to accept any proposal that in the sole <br /> discretion of the City Council is in the best interests of the City. <br /> The site previously had a single family dwelling on it that was removed after construction <br /> of Main Street (CSAH 14). The structure and foundations were removed, but water and <br /> sanitary service stubs into the property remain in place. Purchaser must verify grades <br /> before design of the basement elevation. The City will require construction of a dwelling <br /> with not less than 1,050 square feet on the main floor with a minimum total finished <br /> space of 1,600 square feet. A two -car attached garage will also be required. The <br /> completed construction value must be a minimum of $200,000. A survey document <br /> showing the buildable footprint of the lot is available upon request. It is anticipated that a <br /> small front -yard setback variance may be requested, due to the footage taken for the <br /> highway right of way. While it is expected that a reasonable variance may be requested, <br /> no advance commitment in that regard can be made by the City. The application for a <br /> variance will be processed by the City and must qualify in the same manner as for any <br /> other applicant. A proposal may be conditioned only on approval of a reasonable <br /> variance request; however, if a variance is not applied for within two years of acceptance <br /> of the proposal, the contingency expires. The City will require a copy of a bank <br /> commitment or other proof of the ability to finance the construction of the dwelling. <br /> It is the desire of the City to get a new home constructed on the property as soon as <br /> possible. To that end, if the purchaser completes a new dwelling by December 15, 2013, <br /> the City will refund $2,500 of building permit fees paid. If a new dwelling is not <br /> completed by December 15, 2014, then beginning in 2015, the buyer will pay the City <br /> $2,000 per year, until a dwelling is constructed and pays its first annual taxes on the <br /> completed building.
