City of Centerville <br /> Council Meeting Minutes <br /> January 23, 2013 <br /> Council Member King questioned the previous policy and questioned the differences. <br /> Administrator Larson stated that the new policy contained required language regarding jobs, <br /> minimum pay guidelines, etc. <br /> Motion by Council Member Fehrenbacher, seconded by Council Member King to adopt <br /> Res. #13 -007 — Amending Business Subsidy Policy as presented. All in favor. Motion <br /> carried unanimously. <br /> 2. Personnel Policy Dated January 1, 2013 — Section 8.02 & 8.03 Modifications <br /> Administrator Larson stated that an error had been noticed and Council Members have been <br /> presented with a replacement page 36a. Administrator Larson also stated that Section 8.2 <br /> Accrual within the table, Years of Service went from 0 through 6 months on line 1 and line 2 <br /> stated After 1 year through 3 years with a gap for 6 months to 1 year. Administrator Larson <br /> stated that the new page corrected this inconsistency and aligns with the Labor Agreement <br /> between the City and the Local 49ers. <br /> Motion by Council Member Love, seconded by Council Member Fehrenbacher to approve <br /> the Personnel Policy Dated January 1, 2013 — Section 8.02 & 8.03 Modifications as <br /> presented. <br /> Discussion ensued regarding flexibility with accrual hours that potentially could exceed the <br /> maximum amount and Administrator Larson stated that in extenuating circumstances beyond the <br /> employee's control, if used immediately they would be allowed. <br /> All in favor. Motion carried unanimously. <br /> 3. Res. #13 -008 — Approving Plans and Specifications & Calling for Bids on 2013 Street <br /> Improvement <br /> Engineer Statz stated that the Plans and Specifications are complete and have been provided to <br /> Council for their review. Engineer Statz also stated that Council must determine whether they <br /> desire to call for bids for the 2013 Street Improvement project. Once the bids are received, they <br /> will be checked for accuracy and forwarded to Council for review and consideration of ordering <br /> a public hearing. Engineer Statz drew Council's attention to a plan change. The City's water <br /> system master plan calls for a 12" watermain to be installed near the southern border of town to <br /> allow for future development. Engineer Statz has included in the plan to change the planned <br /> watermain from eight inch to twelve inch. The enlargement of the watermain would not increase <br /> the cost for residents as this is generally funded through the Water Fund. Engineer Statz also <br /> stated that the appropriate permits have been forwarded to Rice Creek Watershed District and if <br /> any modifications needed to be made they would be made through addendums. <br /> Council Member Fehrenbacher questioned the cost of oversizing and Engineer Statz felt that it <br /> would not exceed $40,000, but will be determined by bids received. <br /> Page 3 of 4 <br /> 5 <br />
