DRAFT DRAFT DRAFT
City Council 2013 -01 -23 7:10 p.m.
Minutes of Work Session
Present were Mayor Tom Wilharber, Council Members D Love, Jeff Paar, Steve King,
and Ben Fehrenbacher. Also present was Public Works Director Paul Palzer.
From Planning and Zoning: Darin Mosher, Russ Koski, James Flint, Eric Larson and
Matt Montain.
From Park and Rec: John Grahek and Kevin Amundsen
2. GOALS.
Administrator Larson reviewed a draft list of goals.
Council member Fehrenbacher questioned if the list is too tactical in nature and whether
the goals should be simpler and more high - level. In addition, he felt that once we agree
on our goals, staff would then be tasked with proposing tactics for each goal. Council
member Love echoed that concern. The majority present seemed to agree.
Council member Fehrenbacher asked for ideas from the group and then wrote them on
the white - board. The list included:
1. Promote Economic Development
2. Dispose of City owned property (excess parcels)
3. Evaluate need for incremental Services
4. Ensure efficient use of tax dollars and city fees
5. Maintain/Enhance existing quality of life
6. Downtown redevelopment
7. Enhance commercial tax base
8. Public safety - evaluate /ensure efficiency
9. Gather and consider feedback from citizens of Centerville.
Administrator Larson advised the group that the 2030 Comprehensive Plan had goals
listed and that this list should be considered as the council and committees decide on its
highest priorities.
After lengthy discussion, the consensus was that the list generated at this meeting
together with the goals in the Comp Plan should be provided to Council, P &Z and Park
and Rec with instructions to select five that are the highest priority and send that back to
staff. It was noted that other items may be added that are not on the list. The list of
priorities will be tallied and then discussed at a later meeting.
