City of Centerville <br />Council Meeting Minutes <br />January 23, 2013 <br />Council Member Fehrenbacher questioned the cost of oversizing and Engineer Statz felt that it <br />would not exceed $40,000, but will be determined by depending on bids received. <br /> <br />Lengthy discussion was had regarding implications of Governor Dayton’s proposed budget, how <br />the City could protect it self for the potential for increased bids and contractor adjustments, <br />timeline for project awardingdo to possible changes in sales tax rates. Statz suggested making a <br />change in, potential written specifications being contained in the bid documents, the installation <br />of watermain and mandatory connection to municipal services for Center Street portion of the <br />project to reflect the possible sales tax rate adjustments. <br /> <br />Motion by Council Member Fehrenbacher, seconded by Council Member Paar to adopt <br />Res. #13-008 – Approving Plans and Specifications & Calling for Bids on 2013 Street <br />Improvement Project. Council Member King Opposed. Motion carried. <br /> <br />IX. ANNOUNCEMENTS/UPDATES <br /> <br />Administrator Larson reported that the Six Cities Collaborative Group was in the midst of a <br />study involving all cities’ utilities in an attempt to ascertain whether to it is feasible to move <br />forward with the possibility ofa future joint utility operations. It has been determined that <br />without further study and funding this option would be unobtainable. Administrator Larson <br />stated that it was the group’s consensus to discuss with legislators the possibility of developing a <br />bill forsecuring funding. Discussion ensued regarding other entities that have provided joint <br />water utilities such as St. Paul Water, West St. Paul, Lauderdale, etc.; however, it has only been <br />completed for water services not both sewer and water, . Complicating factors include water <br />treatment facilities in neighboring communities, lake levels, need for a joint powers agreement to <br />provide services versus an independent company,. Positives include previous collaborative <br />projects (salt brine, Fire District, Police, etc.) and working with the League of Minnesota Cities. <br /> <br />Administrator Larson stated that there would be a Local Government Officials meeting on <br />January 30, 2013 if any member was interested to contact him. <br /> <br />Mayor Wilharber stated that there would be a Fire Steering meeting on the following day at <br />station 2 and a Police Commission meeting the following weekFebruary 11th. Mayor Wilharber <br />also reminded Council Members that there would be a meeting with Anoka County Highway <br />Department on January 29, 2013 regarding the Centerville Road/CSAH21 improvements. <br /> <br />X. ADJOURNMENT <br /> <br />Motion by Council Member Paar, seconded by Council Member Love to adjourn the <br />regularly scheduled Council Meeting of January 23, 2013 at 7:07 p.m. All in favor.
