City of Centerville <br />Council Meeting Minutes <br />April 10, 2013 <br /> <br /> <br />1.Utility Rate – Define Senior Discount – What Age? <br /> <br />Administrator Larson stated that Staff is unable to locate anything in writing for a policy <br />that has been in place for numerous years which grants a $3 credit on sewer services for <br />those that are seniors. Staff would like a definition of a senior. Administrator Larson <br />stated that with the new rate structure being based upon consumption, most seniors are <br />experiencing a $10 reduction in their sewer bill. <br /> <br />Consensus of Council was that the $3 credit per quarter on the sewer rate would be <br />applied to those that are of age 62 or older. <br /> <br />IX. ANNOUNCEMENTS/UPDATES <br /> <br />Administrator Larson stated that Staff had attended an open house and visited with <br />affected neighbors of the CSAH21 project and that the largest complaint from property <br />owners was that construction would not commence until next year. Administrator Larson <br />stated that an additional meeting would be taking place with Rice Creek Watershed <br />District regarding securing permits. Several property owners have concerns for future <br />municipal services. <br /> <br />Consensus of Council was that additional research was needed with costs being taken <br />into consideration for municipal services to these parcels and Staff would supply Council <br />with figures when available. <br /> <br />Administrator Larson stated that his Annual Performance Review had been scheduled for <br />this evening, however, if Council desired due to Council Member Love absence, it could <br />be rescheduled for the next meeting. <br /> <br />Consensus of Council was to table the Administrator Performance Review until April 24, <br />2013 meeting. <br /> <br />Council Member King reported that the Parks & Recreation Committee desired to have a <br />handicapped port-a-potty installed at Laurie LaMotte Park for the season. <br /> <br />Council Member King also reported that the North Metro Telecommunication <br />Commission adopted a rate order against Comcast and that they had thirty (30) days to <br />comply. Council Member King stated that the same order had been filed with the FCC <br />along with three (3) other commissions rejecting their rates. Council Member King also <br />stated that Comcast has agreed to participate in mediation regarding the issue and a <br />resolution will be forthcoming to allow this meeting. Council Member King informed <br />Council that Comcast has required new equipment for those customers that have Basic 1 <br />service of Public/Education/Government (PEG) channels will need to obtain a Digital <br />Page 4 of 5 <br /> <br />
