SCOPE OF SERVICES <br /> Joint Water System Feasibility Study <br /> Cities of Centerville, Circle Pines, Columbus, Hugo, Lexington, and Lino Lakes <br /> The six - cities coalition (which includes the cities listed above) has continually looked for ways <br /> in which they can collaborate to provide services. There are a number of collaboration efforts <br /> that exist among the cities currently, and they meet regularly in a continued effort to realize <br /> efficiencies and cost - effectiveness in the services they provide. <br /> The cities have a combined population of about 50,000, approximately 17,000 households and <br /> comprise approximately 100 square miles. A substantial amount of land is undeveloped. The six <br /> cities are interested in considering a collaborative effort whereby they would jointly construct <br /> and/or operate their water supply systems. <br /> As a first step in the process, the six cities seek to identify the benefits and disadvantages for <br /> joint operation of their water systems, how the collaborative effort would be managed, and what <br /> the financial impacts would be. To that end, the six cities have prepared a scope of services to <br /> complete a technical and financial analysis of a potential joint system to allow the cities to <br /> evaluate their interest in participating. <br /> The following represents the scope of services of the study: <br /> Task 1— Background Information <br /> Collect and review technical and financial data for each water system in the joint area including: <br /> Technical <br /> • Existing water demand (average and peak) <br /> • Future water demand (average and peak) <br /> • Existing well capacity <br /> • Existing storage <br /> • Water System Comprehensive Plans <br /> • Distribution System Maps <br /> • Existing water treatment, if applicable <br /> Financial <br /> • Review current policies, past financial reports and depreciation schedules, present debt <br /> levels, capital improvement plans, audit information, and other documents or information <br /> related to each city's water utility <br /> • Review engineering reports and analysis related to the proposed Joint Water Utility and each <br /> City's water utility <br /> • Review historical information related to growth in each city's customer base <br /> • Review projected future growth of each City <br />
