Task 2 - Develop Budget level Feasibility and Cost/Benefit Analyses <br /> This will include the analysis of two options for consideration: <br /> 1. Jointly Planned, Constructed, and Operated Supply and Storage — This would <br /> involve the creation of a joint entity whereby the supply and storage aspects of the joint <br /> system are planned, constructed, and managed by the joint entity, with each City maintaining <br /> the distribution systems within their own community. Water would be sold to each <br /> community for resale to their respective customers under this scenario. <br /> 2. Jointly Planned, Constructed, and Operated Supply, Storage, and Distribution — This <br /> would involve the creation of a joint entity that would construct and operate the entire water <br /> system, including supply, storage, and distribution. <br /> Technical <br /> • Determine the capital improvements required to connect the communities together and create <br /> a joint system, including timing <br /> • Evaluate the implications of existing water treatment as applicable <br /> • Estimate the cost of the infrastructure improvements <br /> • Estimate the excess capacity in the joint system versus the separated systems <br /> • Estimate the cost savings and added value of the joint system <br /> • Identify options for an organizational structure of an entity to operate the joint facilities <br /> Financial <br /> • Develop preliminary alternatives for the allocation of both initial capital costs and cost of <br /> water supply to each City for each option <br /> • Review and discuss alternatives for financing anticipated capital improvements <br /> • Consider the age of the infrastructure of the various cities in allocating capital costs to a rate <br /> structure <br /> • Determine rate impacts for the joint supply and joint supply /operation scenarios and compare <br /> those to the current rates of each city <br /> Task 3 — Prepare Joint Water System Feasibility Study <br /> A draft Joint Water Utility Feasibility Study will be prepared for review by representatives of the <br /> six cities with technical and financial recommendations related to joint supply. A workshop will <br /> be held with representatives of the six cities to review the draft Joint Water System Feasibility <br /> Study reach a consensus on the allocation of costs. <br /> Following the initial workshop, the Feasibility Study will be modified to incorporate the <br /> comments into the final document as appropriate. <br />
