Planning & Zoning Commission <br />Meeting Minutes <br />February 7, 2006 <br />Motion by Commissioner Wright, seconded by Commissioner Wood, to recommend <br />th <br />approval of the rezone of 6805 and 6845 20 Avenue South from B-1 to I-1 and the <br />Comprehensive Plan Amendment. All in favor. Motion carried unanimously. <br /> <br />Motion by Commissioner Wood, seconded by Commissioner Hanzal, to require a <br />landscape berm/buffer and to require a landscape plan to be submitted. All in favor. <br />Motion carried unanimously. <br /> <br />Mr. Olson indicated he would submit a plan. <br /> <br />IV. OLD BUSINESS <br /> <br />1. Downtown Redevelopment Guidelines <br /> <br />City Administrator Larson provided guidelines for the Commission to review. He then <br />said that there needs to be some flexibility to allow the developer to develop cost <br />effectively but still allow the City to enforce how it wants the development to proceed. <br /> <br />Commissioner Hanzal indicated he would like to see rigid standards at the main <br />intersection and then relax a bit as you get further away from the main intersection. <br /> <br />Commissioner Love suggested waiting to see what the developer’s creativity brings in. <br /> <br />Chair Hanson said there should be basics set to guide the developers. <br /> <br />Council Liaison Terway indicated that the Task Force discussed consistency and making <br />sure that all the builders build consistent with the redevelopment. <br /> <br />Commissioner Hanzal suggested using an architect for design ideas. <br /> <br />Council Liaison Terway indicated that there has been a base set because the City has said <br />a French Canadian theme. <br /> <br />City Administrator Larson suggested a moratorium in M1 until this plan is finalized or <br />using a PUD for everything in the M1 district to allow the City control over the <br />redevelopment. <br /> <br />Council Liaison Terway indicated that he would like to see the Commission spend some <br />time on this and he would hate to see someone come in with a request that cannot be <br />denied but that does not meet the desire for the redevelopment. <br /> <br />City Administrator Larson indicated that he would discuss a potential moratorium with <br />the City Attorney. <br /> <br />The Commission agreed that the moratorium would be a way to control the <br />redevelopment. <br />Page 5 of 7 <br />
