J <br /> i <br /> CITY OF CENTER VILLE <br /> POSITION DESCRIPTION <br /> Position Title: FINANCE DIRECTOR - Part -time <br /> Department: Administration <br /> Accountable To: City Administrator <br /> Status: Non - Exempt Date: October 7, 2013 <br /> PRIMARY OBJECTIVE OF POSITION: <br /> Professional position provides high -level oversight of accounting functions. Within the <br /> constraints of allowed hours each month, oversee City financial accounting and reporting <br /> functions. <br /> SUPERVISION RECEIVED: <br /> Works under the direction of the City Administrator. <br /> SUPERVISION EXERCISED: <br /> Provides oversight and assistance to the Accounting Clerk, relating to accounting and payroll <br /> functions. <br /> ESSENTIAL DUTIES AND RESPONSIBILITIES: <br /> Budgets <br /> • Coordinates the planning and drafting of a balanced budget for submission to the City <br /> Administrator and the City Council. <br /> • Assists in the departmental review of the proposed budget and in the presentation of the <br /> proposed budget to the City Council. <br /> • Incorporates all City Council directed changes into the proposed budget. <br /> • Oversee the preparation of the final adopted budget and ensures that all necessary <br /> documents are filed with the State and County regarding tax levies, levy limits, etc.; <br /> coordinate required budget publication with City Clerk. <br /> • Performs cost control activities; monitors revenues and expenditures in assigned areas to <br /> assure a sound budget and fiscal controls. <br /> Financial Accounting and Reporting <br /> • Oversee and monitor all accounting and financial records to ensure conformity to generally j <br /> accepted government accounting principles including GAAP, GAAFR, GASB and <br /> State Auditor's Guidelines. <br /> • Advises City Administrator and City Council on cash planning and availability. <br /> • Oversee and monitor all accounting and financial records to ensure conformity to generally <br /> accepted government accounting principles including GAAP, GAAFR, GASB and <br /> State Auditor's Guidelines. j <br /> • Develop financial studies and plans; forecast, estimate, and monitor the financial condition to <br /> assure fiscal well -being of the City. <br /> i <br />
