i <br /> I � <br /> I <br /> • Prepare and coordinate the production of annual reports and fiscal projections for Tax <br /> Increment Districts and Bond Continuing Disclosure requirements. <br /> • Review accounting entries for proper coding. <br /> • Oversee the posting and reconciliation of ledgers and accounts. <br /> • Oversee accounts payable, deposit of monies, and fixed asset processing. <br /> • Oversee utility and general billing and reviews all adjustments to utility bills. <br /> • Prepares or directs the preparation of accounting accruals and adjusting entries in preparation <br /> for annual audit. <br /> • Works with CPA firm and bonding consultants in coordinating information for audits, annual <br /> financial statements, and debt issuance. <br /> • Oversee the administration of City debt, verifying that income and levies provide adequate <br /> funding to meet bond payments. <br /> • Oversee preparation of monthly and quarterly reports to Council. <br /> • Prepare special reports and analysis as requested by the City Administrator or City Council. <br /> • Submits various reports to state and federal governments as requested/required. <br /> • Assists in preparation of applications for grants, TIF Plans, Bond Offering Statements. <br /> Payroll/Compensation/Employee Benefits <br /> • Oversee functions of payroll, monitoring employee compensation for compliance with <br /> Council approved rates and insuring proper handling and reporting of all required and <br /> voluntary deductions. <br /> MINIMUM QUALIFICATIONS: <br /> Education and Experience; <br /> • Graduation from an accredited four -year college or university with a degree in accounting, <br /> finance, business or public administration, or a closely related field; <br /> • Minimum of two (2) years of progressively responsible municipal finance work and; <br /> • Two (2) years of supervisory experience. <br /> NECESSARY KNOWLEDGE, SKILLS AND ABILITIES: <br /> • Considerable knowledge of modern governmental accounting theory, principles, and <br /> practices; considerable knowledge of internal control procedures and financial packages. <br /> • Considerable knowledge of office automation and computerized financial applications; <br /> • Considerable knowledge of public finance and fiscal planning; <br /> • Considerable knowledge of payroll and accounts payable functions; <br /> • Working knowledge of budgetary, accounting and reporting systems, GAAFR, GAAP and <br /> GASB. <br /> SPECIAL REQUIREMENTS: <br /> A valid state driver's license or ability to obtain one within three months. Must be bondable. May <br /> work remotely, signing on to the City's computer network.
