City of Centerville <br /> Council Meeting Minutes <br /> December 11, 2013 <br /> 1. Settlement Agreement — LaMotte Park Damages (Flag Football Tournament) <br /> Legal Counsel Glaser stated that the two individuals responsible for organizing the flag <br /> football tournament earlier in the year that damaged the turf have agreed to a Settlement, <br /> have signed the agreement along with a guardian (brother) of the minor individual. Legal <br /> Counsel Glaser stated that the individuals have agreed to pay the City $6,500 by the end <br /> of 2014. <br /> Motion by Council Member Love, seconded by Council Member King to Accept the <br /> Settlement Agreement as presented. All in favor. Motion passed. <br /> VII. OLD BUSINESS <br /> 1. P & R Recommendation to Approve Special Event Permit Application for "Shake <br /> Your Shamrock" 5K/8K Runs — Tabled from Previous Meeting <br /> Mayor Wilharber stated that the above items was tabled at the previous meeting due to <br /> request for additional information regarding cleanup responsibilities, Liability Insurance, <br /> police and fire presence and event beneficiaries. Mayor Wilharber stated that Staff <br /> provided Council with the additional information requested. <br /> Motion by Council Member Paar, seconded by Council Member Love to approve <br /> the Parks & Recreation Committee recommendation to Approve the Special Event <br /> Permit Application for "Shake Your Shamrock" 5K/8K Runs in 2014 as submitted <br /> with the stipulation that the Police Department has full control whether to cancel <br /> the event due to weather. All in favor. Motion passed. <br /> 2. Anoka County Response to Centerville's Request Regarding Turn Lanes & The <br /> CSAH21 /Centerville Road Reconstruction Project (M. Statz Update) <br /> Engineer Statz stated that following the last Council meeting where several residents <br /> requested modification in the proposed project, he forwarded their requests for project re- <br /> design to Mr. Doug Fischer, County Engineer and enclosed in Council's packet was the <br /> County's response. Engineer Statz reviewed the responses by stating that the County <br /> believes that if they make investment in the reconstruction project it at minimum should <br /> include turn lanes otherwise they will only provide a mill and overlay. Council Member <br /> Love stated that he had received several telephone calls from residents stating that they <br /> were in favor of the turn lanes for safety reasons. Engineer Statz explained that the next <br /> procedure would be to work with the County regarding a Joint Powers Agreement (JPA) <br /> for the reconstruction. Consensus of the Council was to include Staff in working with the <br /> Engineer on the JPA. <br /> Motion by Council Member Fehrenbacher, seconded by Council Member Love to <br /> direct Staff and Engineer Statz to work with Anoka County regarding a draft Joint <br /> Powers Agreement for the Reconstruction of CSAH21 /Centerville Road Proiect <br /> based upon the current plan.
