City of Centerville Council Meeting Minutes December 11, 2013 VIII. NEW BUSINESS 1. Res. #13 -028 — Adopting Budget & Tax Levies for 2014 Finance Director Paulseth and Administrator Larson previously addressed this item during the public hearing. Motion by Council Member Fehrenbacher, seconded by Council Member King to approve Res. #13 -028 — Adopting Budget & Tax Levies for 2014 as presented All in favor. Motion passed. 2. Res. #13 -029 — Approving of Anoka County's Classification & Sale of Forfeited Lands — PIN #R23- 31 -22 -34 -0026 Per Anoka County Res. #2013 -130 Mayor Wilharber stated that the small parcel is on the east side of Dupre Road. Administrator Larson stated that Council has expressed an interest in purchasing this land for public purpose in the past and that no other individuals that he is aware of have expressed interest. Administrator Larson stated that this is the beginning process of the County taking over the parcel for forfeiture and that if Council desired he would make them aware that the City is still interested in purchasing the parcel. Motion by Council Member King, seconded by Council Member Paar, to approve Res. #13 -029 — Approving of Anoka County's Classification & Sale of Forfeited Lands — PIN #R23- 31 -22 -34 -0026 Per Anoka County Res. #2013 -130 as presented All in favor. Motion passed. Council consensus was to continue to acquire the parcel. 3. Res. #13 -030 — Ordering Preparation of Plans & Specifications and Ordering Advertisement for Bids on Improvement — 2014 Mill & Overlay Projects Administrator Larson stated that this resolution would affirm Council's desire to move forward with the 2014 Mill & Overlay Projects containing 13 segments of roadway. Administrator Larson explained that the project would be bid in two parts to take advantage of the sales tax exemption offered to governmental entities. Engineer Statz stated that bids would be received in January for materials and February for equipment and labor. Administrator Larson stated that with favorable bids, assessments may not be needed. Discussion ensued regarding the ability to remove items from the bids if areas were determined to not be needed or the assessment process would be needed and items to be completed prior to the Mill & Overlay Projects (i.e. catch basins, heaving of existing storm sewer lines, etc.).
