February 12, 2014
File: 193801941
Attention: Dallas Larson
1880 Main Street
Centerville, MN 55038
Dear Dallas,
Reference: 2014 Thin Bituminous Overlay Project – Feasibility Report
At your request we have prepared the following Feasibility Report for the 2014 Thin Bituminous Overlay
Project.
In the fall of 2013, the Public Works Director and Stantec staff toured the streets in town to update their
condition assessment and place them on the City’s schedule of thin bituminous overlays. The road
segments which were identified as being in need of an overlay in 2014 were as follows:
rd
73 Street (Old Mill Rd. to Brian Drive) Dupre Road (Voyager Ct. to Portage
Quebec Street Way)
rd
Old Mill Road (73 St. to South end of Meadow Lane
Hanzal Development) Deer Pass Drive
Lakeland Circle (Main St. to Centerville Pioneer Lane
Road (east leg)) Revoir Street
Brian Court
The overlay and bituminous patching of these streets should be completed as one project to maximize
economies of scale and to secure the best bids possible. Other work related to these streets could be
contracted out separately. This may make the overlay/patching bid more attractive since there will not be
any ancillary work for the paving contractor to worry about.
The list above was based on the budgetary constraints outlined in the City’s annual road maintenance
budget. If bids were favorable, or if the city opted to add funding to this program through additional levy
dollars or through special assessments, the following road segments could be added to the project as well:
Lakeland Circle (Main St. to Centerville Steven Lane
Road (west leg)) Brian Court
