The Wellhead Group members that executed the agreement are
asked to execute the addendum to amend the Agreement permitting other cities
(not listed in the 2010 JPA) to join the Wellhead Group. Since the member cities
of the Group have not incurred expenses that would benefit a joining city — there
is no cost to cities.
The addendum is attached. Our Assistant County Attorney, Nancy Norman, has
written the addendum to streamline the process for joining cities. Once the
member cities have executed the addendum, it is a simple process for a joining
city to pass a resolution that their city (or an agency representing their city) join
the Anoka County Municipal Wellhead Protection Group.
This is an agenda item (attached) that we can go into more detail at the Group
meeting tomorrow.
Please let me know if you have any questions.
Bart Biernat
Anoka County Environmental Services
