City of Centerville <br /> Parks & Recreation Committee <br /> February 5, 2014 <br /> 3. City Sale of 7212 Mill Road <br /> At the previous meeting, the property located at 7212 Mill Road was brought to <br /> the attention of the committee that this property was for sale by the City of <br /> Centerville. There have been maps where it is designated as park property, but <br /> through staff research no references have been found that it was designated as <br /> park land. <br /> After further research, Committee Member Seeley informed the committee <br /> members that she reviewed the Met Council Comprehensive Plan from 2010 <br /> through 2030 which was submitted in 2007 and can be found on the City Website. <br /> She found five (5) references to this address: page 24 Parks & Trails map; page <br /> 31 Existing Growth Management Plan; page 44 "the policy of the city of CV to <br /> encourage & accept land gifts & forfeitures in area with potential recreational <br /> development opportunities "; page 58 Future Land Use Plan; page 70 the first <br /> paragraph, last sentence: "two small parks have not been developed at this time, <br /> Mill Road and Cedar Street. <br /> She also researched the Anoka County data base and found the legal description <br /> o£ "Petersons Old Homestead Addition, Lot 4, Block 2 ", PIN #143122430013 <br /> and also the date acquired by the City of Centerville was September 13, 1971. <br /> Mr. Palzer mentioned a cost of $600.00 regarding this property. <br /> During the meeting Committee Member Amundsen looked in the Centerville <br /> Surface Water Management Plan for the City of Centerville, 2030 Future Land <br /> Use Plan which shows this parcel as park land. It also shows an easement from <br /> the cul de sac to this property; a committee member mentioned he was told that <br /> this easement was to be a trail to access this property. This plan was published <br /> in August of 2012 by Stantec. <br /> The Committee members agreed they would like to look at the original deed, <br /> review the City Council minutes from 1971 and any other pertinent <br /> documentation. The concern is: was it the intent of the previous owners that this <br /> was to be future park property and possibly was deeded incorrectly? <br /> Motion was made by Committee Member Seeley, seconded by Vice <br /> Chairperson Grahek to recommend to the City Council to request that <br /> further research be done on the property at 7212 Mill Road and for the <br /> Committee to be provided with a copy of the deed dated 9- 13 -71, with any <br /> other documentation associated with the acquisition of this parcel by the Citv <br /> of Centerville. Any minutes from previous City Council meetings referencing <br /> the property on Mill Road prior to the acquisition would be helpful in <br /> determining the intent at the time this property changed ownership All in <br /> favor.
