City of Centerville <br />Council Meeting Minutes <br />December 11, 2013 <br />Administrator Larson reported that the City of Lino Lakes initiated a request to amend <br />the existing Joint Powers Agreement requiring that the Committee may not take action <br />unless a motion receives at least one affirmative vote from each member city. <br />Administrator Larson stated that Mayor Reinhart and Lino Lakes Council Members <br />intend to withdraw from the Centennial Fire District if the amendment is not made. <br /> <br />Mayor Reinhart was on hand to advocate his modification to the JPA and stated that the <br />Circle Pines City Council voted against the amendment language. Circle Pines Council <br />Member Richard Runbeck advocated for approval, indicating that Lino’s withdrawal <br />from the Centennial Fire District would increase costs for the two remaining cities. <br /> <br />Lengthy discussion was had regarding the process of amending the Joint Powers <br />Agreement; withdrawal period; Lino Lakes’ dissatisfaction with costs, future avenues of <br />revenue, distrust, veto power and potential for stalemates or inability to accomplish <br />needed goals. <br /> <br />Mayor Dave Bartholomay, City of Circle Pines was also present and advocated not to <br />amend the Joint Powers per Mayor Reinhardt’s wishes and instead amend language to <br />allow withdrawal six months later than the current language of by December 31 of an odd <br />year similar to what his Council approved at their meeting the evening prior. The <br />extension would allow additional time to try resolve the matter. The Mayor Bartholomay <br />stated that his Council also felt that stalemates and inability to accomplish goals would <br />happen with the proposed amendment by Lino Lakes Mayor Reinhardt. <br /> <br />Council’s concerns were of veto power and stalemates, distrust and unwillingness to <br />rectify potential dissatisfaction, lack of analysis or reporting of cost benefit to their <br />Council prior to Mayor Reinhart taking this issue to the Fire Steering Committee and <br />appearing to make decisions on his own rather than as a Council. <br /> <br />Motion by Council Member Fehrenbacher, seconded by Council Member Paar to <br />reject the City of Lino Lakes’ Requested Language Amendment to the Centennial <br />Fire District Joint Powers Agreement – Section 2.6 Voting as presented. <br /> <br />Discussion ensued whether the City of Lino Lakes would consider any other amendment <br />to the Joint Powers Agreement other than the one that failed this evening and the City of <br />Circle Pines regarding the language. Mayor Reinhart stated that nothing else is on the <br />table to consider. <br /> <br />Upon vote being taken, Council Member Love opposed. Motion passed. <br /> <br /> <br />Motion by Council Member Love, seconded by Council Member Fehrenbacher to <br />approve the amendment suggested by the City of Circle Pines Allowing Withdrawal <br />Notice being Given Between January 1, 2014 and June 30, 2014 or During the <br />Month of December in Odd-Numbered Years, Beginning with December of 2015. <br />All in favor.
