Pursuant to due call and notice thereof, the City Council of the <br /> City of Centerville held a public hearing on July 26, 1978 at <br /> 7130 pm in the City Hall. Present weres Burque, Laska, Murray- <br /> late L'Allier. Purpose of hearing was to discuss the street <br /> restoration project. Clerk advised council that the city has not <br /> received word from HUD on their pre - application and Fran Burque <br /> made motion to continue hearing on the above Wednesday, August <br /> 9, 1978 at 7830 pm, Leon L'Allier seconded it, motion carried. <br /> Mayor Prachar called the regular meeting to order at 8800 pm. <br /> Present: Burque, L'Allier, Laska and Murray. Fran Burque made <br /> a motion to accept minutes of meetings held July 12 and July 21, <br /> Floyd Laska seconded it, motion carried. <br /> PETITIONS AND COMPLAINTS: Items were discussed which have to be <br /> completed before C. W. Houle Landscaping receives final payment <br /> on the sewer project. They are: (1) The combination storm <br /> sewer and sanitary sewer on Centerville Road should be corrected; <br /> (2) The dead sod in Mrs. Carpenter's yard should be replaced; <br /> (3) Correct the infiltration on Mound Trail; (4) Make the <br /> necessary corrections on LaBossiere's driveway; (5) Sod the <br /> disturbed area by Romie's service; (6) Make the nessary cor- <br /> rections on Leon L'Allier's driveway. Leon L'Allier made a motion <br /> to pay contractor the remaining $11,656.78 when above items are <br /> taken care of, Floyd Laska seconded it, motion carried. <br /> Discussion was held on extending sewer service to existing homes <br /> of James Palmer and John Lundblad situated in the Center Oak s <br /> project. The two parties do not wish sewer service at this time. <br /> Mr. Arthur Raudio of First Guaranty was in attendance advising <br /> council he has not received easements from the two parties which <br /> are required for proper drainage in front of their homes. Floyd <br /> Laska made a motion to extend time limit until August 2nd for <br /> Palmer and Lundblad to resolve the drainage easement problem and <br /> if not done at that time, council grants permission to First <br /> Guaranty to provide drainage on the back lot lines of Palmer and <br /> Lundblad homes along Lots 7 - 19, Block 2 of Center Oaks #1, <br /> Elmer Murray seconded it, motion carried. <br /> Discussion was held on amending Development Contract between City <br /> and First Guaranty. Elmer Murray made a motion to extend time <br /> limit on all requirements of contract until October 1, 1978 with <br /> the exception of blacktopping streets which is extended until <br /> July 1, 1979 or at which time the City Engineer recommends it be <br /> done., Floyd Laska seconded it, motion carried. No building per- <br /> mite will be issued until rough grading is done, a Certificate of <br /> Occupancy will not be issued until streets are completed or partial <br /> street base is ready for blacktopping and there will be no con- <br /> nection to sewer line until line is approved by City Engineer. <br /> Final plat of Peterson's Old Homestead Addition was presented to <br /> council. Leon L'Allier made a motion to approve Peterson's Old <br /> Homestead Addition, Fran- Burque seconded it, motion carried. A <br /> $50. park fee will be required on all building permits issued on <br /> this plat. <br />
