City of Centerville <br /> Council Meeting Minutes <br /> June 11,2014 <br /> Administrator Larson stated that Council had concern for funding additional vehicle purchases <br /> other than the one-ton dump truck approved by Council at their previous meeting. Administrator <br /> Larson stated that he provided Council with a Capital Budget Replacement Plan that anticipated <br /> replacements for equipment, vehicles, computers, carpeting, HVAC, etc. that extended out to the <br /> year 2048. Administrator Larson stated that Council commenced annually budgeting $54,000 in <br /> 2013 and 2014 for this line item and that going forward, approximately $2,000 would be added <br /> to the $54,000 every two years. Administrator Larson stated that the Replacement Plan also <br /> shows rotation of vehicles being large plow truck every twenty years, the one-ton dump truck <br /> every six years, full-size pickup trucks every five years and compact pickup trucks every eight <br /> years. Administrator Larson stated funding is available for the replacement of 2008 Ford F250 <br /> with a 2015 Chevy 2500 and the purchase of an additional used pickup truck if Council desired. <br /> Lengthy discussion ensued regarding reasoning behind selling a newer vehicle versus an older <br /> vehicle, impact of the out-of-pocket expense, usage of vehicles during plowing season, age of <br /> hvac equipment, roof, etc., and measures to sustain additional life expectancy, guidance from <br /> Staff, and additional seasonal staff and associated needs. <br /> Motion by Council Member Paar, seconded by Council Member King to approve the <br /> purchase of a 2015 Chew 2500 to replace the 2008 Ford F250 through the Cooperative <br /> Purchasing Program as presented. <br /> Discussion ensued regarding potential sale price/value of the 2008 Ford F250, plowing wear and <br /> tear on existing vehicles and consideration of replacing an older vehicle. <br /> All in favor. Motion Passed. <br /> Council discussed the purchase of a used pickup truck in an amount not to exceed $4,000 for use <br /> by seasonal and full-time Public Works Staff, increased insurance, gas and maintenance costs. <br /> Administrator Larson stated that the cost to purchase the vehicle is minimal versus the <br /> inefficiency of full-time staff having to leave their work to transport seasonal workers. <br /> Motion by Council Member Fehrenbacher, seconded by Council Member Paar to approve <br /> the purchase of a used, pickup truck in an amount not to exceed $4,000. All in Favor. <br /> Motion Passed. <br /> 2. City of Centerville/Bald Eagle Waterski Show, Inc. Permit Use of City Owned Property <br /> @ Trailside Park for Ski Shows 5/2014-8/31/2019 <br /> Administrator Larson reviewed minor modifications to the version handed out this evening as <br /> compared to the one distributed with the agenda (Section Four, A. — adding language "along <br /> with necessary practice sessions" and Section Five — adding language "If the City acquires the <br /> property owned by St. Paul Regional Water, then this section shall not apply."). Administrator <br /> Larson stated that the agreement includes language regarding receiving two (2) payments from <br /> the club,one(1)in September, 2014 and an additional payment in September, 2015 of$2,500. <br /> Page 3 of 5 <br /> 3 <br />
