In approximately 2003, a watermain was constructed to serve <br /> the Chauncey-Barret Senior Housing project. The watermain connects in the Eagle Pass <br /> development to the east, and goes westerly to connect to a watermain in Centerville <br /> Road, making a complete loop. The eight-inch line is just south of the rear property line <br /> of the homes along the south side if Heritage Street. While this does provide service to <br /> Chauncey Barret, given the size of the pipe and the looping, this is clearly a city <br /> watermain, not merely a service line. Properties to the north were not specially assessed <br /> for any of the cost. The watermain is located on the south property line of the property in <br /> question, and two of the neighboring properties on the south side of Heritage have <br /> already connected. <br /> Deadline to connect. In 2006, the Council placed in City Code, the requirement to <br /> connect to city water by 12-31-2012. That sunset date was extended to 2017, as a result <br /> of Council action taken in 2009. In 2013, the Council passed another amendment stating <br /> that for properties that water is made available after January 1, 2013, the deadline to <br /> connect is 12-31-2021. <br /> Notification to this owner. The owners of the property at 1724 Heritage were notified <br /> beginning May 6, 2009, that water was available to connect. Letters were sent again on <br /> May 23, 2013, and May 5, 2014, advising that watermain was available and that the city <br /> had contractor bids to connect residences that wished to do so at this time. <br /> The cost estimates provided to the owner of 1724 Heritage were as follows: <br /> 2009 - $10,467 2013 - $13,094 2014 - $13,500. <br /> Each of the estimates used about 60 feet of service line distance, however that is clearly <br /> less than the actual here, since the home is located about 85 feet from the rear property <br /> line, and the exact termination point in the home where water would be extended, is <br /> unknown. The service line required could be more on the order of 130 feet.
