City of Centerville <br />Council Meeting Minutes <br />August 27, 2014 <br /> <br />Avenue South was $425,000 desired to reduce to $325,000 (Council consensus was $325,000); <br />and 7212 Old Mill Road was $65,000 desired to reduce to $50,000 (Council consensus was <br />$50,000). <br /> <br />Lengthy discussion took place regarding deviation from the original marketing prices, <br />residential/commercial property values in other communities, potential development with regard <br />to the individual properties and zoning, <br /> <br />Mr. Robert Scott addressed Council stated that he had placed an offer with Mr. Suski for the <br />purchase of 1691 & 1695 Main Street in the amount of $110,000 with the anticipation of closing <br />on the property by October 21, 2014. Mr. Scott stated that he desired to construct a building that <br />he would operate a restaurant/bar out of. Lengthy discussion ensued regarding the City’s current <br />distance requirements from the school and church buildings. Mr. Suski felt that the offer of <br />$110,000 was a fair offer and better than market value. Discussion ensued regarding potential for <br />City Code amendment for liquor licensing requirements, additional requirement of hours of <br />serving, parking requirements, building size, traffic, etc. Mr. Scott stated that he felt comfortable <br />purchasing the property knowing that he may not have the ability to secure a liquor license and <br />that there would be parking difficulties. Mr. Scott felt that the City would be eager to work with <br />him to assist in a business venue of some sort. Mr. Scott stated that he currently owns two IT <br />companies so he is familiar with owning and operating businesses. <br /> <br />Motion by Council Member Fehrenbacher, seconded by Council Member Love to accept <br />Mr. Scott’s offer to purchase 1691 & 1695 Main Street for $110,000 with a closing date of <br />October 21, 2014. All in favor. Motion passed. <br /> <br />Administrator Larson stated that he had been in discussions with Miller Mobile Marine regarding <br />th <br />a short-term lease for the use of 7087 – 20 Avenue South as cold storage through the winter <br />months. Administrator Larson stated that the firm is currently renting a building further down the <br />street and anticipated purchasing it following the Flood Plain Study if there was a desirable <br />outcome. Administrator Larson stated that Miller Mobile Marine desires to remain in Centerville <br />and desires to purchase the existing building along with constructing additional buildings if the <br />Flood Plain Study is desirable for reduction in that area. Administrator Larson stated that an <br />Interim Use Permit would need to be obtained through Planning & Zoning, research regarding <br />how a short-term lease would affect the City’s property taxes and the lease agreement would need <br />to be secured. Administrator Larson stated that Miller has agreed upon a monthly rental amount <br />of $1,150 if Council concurs. Council Member Love stated that the business is currently directly <br />behind his home and had not been bothered by any of their business. Administrator Larson stated <br />that the old fire truck is parked inside the building and either it would have to be moved by them <br />or they would have to work around it. <br /> <br />Motion by Council Member Love, seconded by Council Member King to authorize <br />Administrator Larson and Legal Counsel Glaser to verify that the lease would not trigger <br />the property being taxed by Anoka County, to commence negotiations and procedures to <br />secure the agreement.
