City of Centerville <br />Council Meeting Minutes <br />August 27, 2014 <br /> <br />3. Approve Revised Change Order #1 ~ 2014 Royal Meadows Watermain Improvement <br /> Project (Org. Approved 5/28/2014) <br /> <br />Administrator Larson stated that the change order was previously approved and with the new <br />modifications, it is being slightly decreased ($2,000) due to unit price changes. <br /> <br />Motion by Council Member Fehrenbacher, seconded by Council Member Paar to approve <br />the Revised Change Order #1 ~ Royal Meadows Watermain Improvement Project as <br />presented. All in favor. Motion passed. <br /> <br />IX. NEW BUSINESS <br /> <br />1. Request from Mr. William Bowen for Consideration of Extra Costs Incurred Due to <br /> Watermain Lacked Service Line Stub <br /> <br />Administrator Larson stated that at the time of watermain installation and road reconstruction in <br />2007, there was a lack of a stub for connection to Mr. Bowen’s property located at 7397 Old Mill <br />Road and that Mr. Bowen is required to connect his home to municipal water if available by <br />December 31, 2017. Administrator Larson stated that Mr. Bowen is interested in connection and <br />has received a bid for the project, however, his bid included the stub that should have been <br />installed at the time of the 2007 project but was not and Mr. Bowen is requesting that the City <br />consider paying for the stub as it should have been installed similar to others with the project. <br /> <br />Mr. Palzer and Administrator Larson both felt that the Engineer likely assumed that due to the <br />size of the lot at some point it would be developed into several lots and one stub would not be <br />sufficient. <br /> <br />Consensus of Council was that Mr. Bowen should have received a stub at the time of the original <br />project similar to others in the area and that he should be made whole. Administrator Larson <br />advised caution due to other areas where the same issues could arise and that this situation was <br />different due to the close proximity to the roadway. <br /> <br />Discussion was had regarding existing pipe size and ability to service additional parcels, error <br />during construction, potential for connection to hydrant line, Engineer’s opinion whether bid was <br />accurate, and alternative options. <br /> <br />Motion by Council Member Love, seconded by Council Member Paar to authorize <br />Administrator Larson and Engineer Mann to research options for connection that may be <br />more cost effective but to provide the resident with the necessary stub in an amount not to <br />exceed $5,676.99.
