City of Centerville <br /> Council Meeting Minutes <br /> September 10,2014 <br /> VIII. OLD BUSINESS <br /> 1. Agreement for Services—Anoka County Radio Club &Emergency Services, Inc. <br /> Administrator Larson stated that for numerous years the city has been utilizing the services of the <br /> Anoka County Radio Club for assisting in public safety during the Fete des Lacs events. <br /> Administrator Larson also stated that the Club is a non-profit organization of volunteers and <br /> operates on a very limited budget secured by grants and donations. Council member Paar <br /> explained that the city would like to continue to utilize their services for not only the Fete des <br /> Lacs events but severe storms, emergencies, etc. Both Administrator Larson and Council <br /> Member Paar felt that securing an agreement for services would be in the best interest of the city <br /> and give the radio club revenue to help them replace equipment. <br /> Motion by Council Member Fehrenbacher, seconded by Council Member Paar to approve <br /> the agreement as submitted. <br /> Mayor Wilharber questioned the ability to reimburse/offset expenditures for 2014 and a dollar <br /> amount. <br /> Legal Counsel Glaser felt that slight language modification was needed to allow payment in <br /> 2014. Legal Counsel suggested the inclusion of"Except in the first year of the contract"prior to <br /> "in each year, not later than July 1St.... in Article 2. The Project and Contract Term. <br /> Council Member Fehrenbacher, and Council Member Paar accepted the amendment to the <br /> motion by the addition of"Except in the first year of the contract" prior to "in each year, <br /> not later than July ls..." in Article 2. All in favor. Motion passed. <br /> IX. NEW BUSINESS <br /> I. P & Z Recommendation for Preliminary Approval Senior Housing Cooperative —Hearth <br /> Development(Old Waterworks Site) <br /> Administrator Larson stated that he anticipated the attendance of representatives from Hearth <br /> Development but it appeared that they were delayed. <br /> Administrator Larson reported that the Planning & Zoning Commission held a public hearing to <br /> receive public input regarding the proposed Planned Unit Development/subdivision for <br /> Preliminary Approval Senior Housing Cooperative planned for 7281 Main Street. Administrator <br /> Larson stated that several residents were present, felt that it was a nice project, expressed minor <br /> concerns about height, but for the most part supportive of the project. Administrator Larson <br /> stated that in order for the developer to secure financing they needed to secure 70% sales of the <br /> units prior to construction. <br /> Council Member Love, P & Z Liaison, reported that the developer is proposing to construct 80 <br /> units that would sell from $200,000 to $380,000 and concurred that the project appeared to be <br /> well received by neighboring property owners. <br /> Page 3 of 6 <br /> 3 <br />
