City of Centerville <br /> Council Meeting Minutes <br /> September 10,2014 <br /> Administrator Larson stated that items such as driveway, access and turn lanes to and from <br /> CSAH 14, height, lake access, landscaping, connection and park fees would all be addressed in <br /> the PUD agreement. <br /> Mayor Wilharber stated that he was aware of an upcoming meeting on September 16, 2014 in <br /> Lino Lakes where a presentation would be given regarding the proposed development and to <br /> gauge interest in units. <br /> Council Member Paar questioned whether putting something on the City's web site regarding the <br /> meetings held by Gladstone Cooperative of Centerville to gauge public interest would be <br /> acceptable and Legal Counsel Glaser confirmed. <br /> Motion by Council Member Love, seconded by Council Member Paar accept the <br /> recommendation and grant preliminary approval for land subdivision and the proposed <br /> PUD for Senior Housing Cooperative Proiect (Hearth Development/Gladstone Cooperative <br /> of Centerville) at 7261 Main Street as presented. All in favor. Motion passed. <br /> 2. Petition for Recommendations Regarding Regulating Music @ Outside Public Events <br /> Mayor Wilharber stated that the City had received a petition of sorts regarding regulating music <br /> at outside public events and offered Council Member King an opportunity to discuss the issue. <br /> Council Member King stated that the petition had been submitted by his spouse after the Fete des <br /> Lacs street dance that was held in the parking lot of Kelly's Korner on July 27, 2014. Council <br /> Member King stated that he was not home at the time of the event but his wife and several <br /> residents felt that the bass and loud music was excessive, primarily to those that live in close <br /> proximity to the event. Council Member King stated that his spouse had supplied Council with <br /> information regarding the City's noise ordinance, examples of other communities' rules and state <br /> statutes that pertain to noise emissions. Council Member King suggested that a decibel meter be <br /> on site or another device to measure emissions, should be available to the band which ensures <br /> code compliance. Council Member King stated he is aware that the Centerville Lions obtained a <br /> noise permit which allowed for the band to play between specific hours and outdoors, however, <br /> he felt steps should be taken to minimize the impact on residents in close proximity. Council <br /> Member King stated that residents in the downtown area do not feel that they are a part of the <br /> community or heard regarding noise from the bars or similar functions as the Fete des Lacs street <br /> dance. <br /> Lengthy discussion ensued regarding past complaints and the lack thereof, that the event is an <br /> annual one evening event, emergency vehicle sirens exceeding the band's bass, following the <br /> existing noise ordinance rather than granting a noise permit, being mindful of those resident near <br /> the area of the event, future music events, notification of residents of events, shortening the <br /> duration of events, and the acceptance of the petition. No action was taken. <br /> 3.
