City of Centerville <br /> Council Meeting Minutes <br /> September 24,2014 <br /> Mayor Wilharber stated that Council had concern regarding how Mr. Montain determined the <br /> purchase price, market value of the items, offering the item to the individuals for one dollar <br /> aiding them in obtaining the finished product sooner, length of time the vehicle has not been <br /> operable and potential cost to purchase the items back at a later date. <br /> Mr. Adam Montain stated that his brother derived the price from previous offers that the City has <br /> received and that they anticipated that the items would be operable for the City's Fete des Lacs <br /> parade in 2015. <br /> Lengthy discussion was had regarding Council's previous concerns, Attorney Glaser stated that <br /> restoration of older vehicles is very labor intensive, costly and believes that the purchase price is <br /> fair. Attorney Glaser stated that he would draft a purchase agreement giving the City first right <br /> of refusal if Council directed him to do so. <br /> Motion by Council Member Love, seconded by Council Member King to accept thr offer <br /> and staff prepare an agreement. All in favor. Motion passed. <br /> IX. NEW BUSINESS <br /> 1. Res. #14-029—Approving Preliminary 2015 Budget&Tax Levy <br /> Administrator Larson stated that Council discussed the preliminary budget and tax levy amounts <br /> at their last work session and the documents provided this evening include the addition of <br /> $15,000 for Parks and Recreation maintenance and equipment as they requested. Administrator <br /> Larson stated that the Committee understands that Council may determine to reduce the amounts <br /> prior to the December deadline for finalization. <br /> Motion by Council Member Fehrenbacher, seconded by Council Member King to Adopt <br /> Res. #14-029 —Approving Preliminary 2015 Budget& Tax Lew as presented. All in favor. <br /> Motion passed. <br /> 2. Consideration of Anoka County Multi-Jurisdictional Hazard Mitigation Plan <br /> Council Member King requested that this item be tabled due to concerns he has been attempting <br /> to research with Centennial Police Chief Coan. Council Member Fehrenbacher questioned <br /> Council Member King's concerns. Council Member King stated that he desired additional <br /> information regarding wording, acronyms, situations and grant funding. Council Member <br /> Fehrenbacher had concern for time constrains associated with the document and Administrator <br /> Larson reported that Centerville experienced an oversight and is the last community to approve <br /> it. Council Member King stated that he has discussed this item with Commissioner Sivarajah <br /> who has been directed him to discuss his concerns with Chief Coan. <br /> Attorney Glaser stated that Council sets policy, allocates resources and delegates services to be <br /> provided during a disaster/crisis, etc. and situational events could last for a limited amount of <br /> time to being extremely time consuming. <br /> Page 4of6 <br /> 7 <br />
