FORWARD <br /> The primary purpose of this plan is to provide a guide for emergency operations. <br /> It is intended to assist key city officials and emergency organizations to carry out <br /> their responsibilities for the protection of life and property under a wide range of <br /> emergency conditions. <br /> Although an organization may have the foresight to plan for anticipated <br /> situations, such planning is of little worth if the planning is not reduced to <br /> written form. Personnel familiar with unwritten "plans" may be unavailable at <br /> the very time it becomes necessary to implement them. A written plan will <br /> furnish a documentary record which can be referred to as needed.
