5 Stantec <br /> November 12, 2014 <br /> File: 193801941 <br /> Attention: Mike Ericson <br /> 188o Main Street <br /> Centerville,MN 55038 <br /> Dear Dallas, <br /> Reference:2015Thin Bituminous Overlay Project—Feasibility Report <br /> At your request we have prepared the following Feasibility Report for the 2015 Thin Bituminous Overlay <br /> Project. <br /> In the fall of 2014, the Public Works Director toured the streets in town to update their condition <br /> assessment and place them on the City's schedule of thin bituminous overlays. The road segments which <br /> were identified as being in need of an overlay in 2014 were as follows: <br /> • Dupre Road (Main St. to Portage Way) • North Robin Lane <br /> • Brian Drive (South of Clearwater Creek) • South Robin Lane <br /> • Eagle Trail • West Robin Lane <br /> • Portage Way • Cardinal Drive <br /> The overlay and bituminous patching of these streets should be completed as one project to maximize <br /> economies of scale and to secure the best bids possible. Other work related to these streets could be <br /> contracted out separately. This may make the overlay/patching bid more attractive since there will not be <br /> any ancillary work for the paving contractor to worry about. <br /> As was the case last year, streets will receive a 1-inch overlay except that the streets in Robin Lane area <br /> would receive a full bituminous removal and replacement due to the condition of the pavement in that <br /> area. Last year, we performed an edge mill of the pavement before overlaying them, but based on this <br /> years'experience, we are proposing a full width mill to accommodate the overlay. The cost difference will <br /> be minimal. <br /> Project costs are estimated at $350,000 including both construction and indirect costs. The cost estimate <br /> for these improvements is based on a per lineal foot cost of approximately $30, which were typical of last <br /> years'project except that the Robin Lane area streets are figured at$60 per lineal foot due to the nature of <br /> the repairs need there. <br /> Design with community in mind <br />
