City of Centerville <br />Council Meeting Minutes <br />November 12, 2014 <br />Estimated Principal Amount of $1,390,000 & Advisory Service Agreement Approval <br />as presented. <br /> <br />Discussion ensued and Attorney Glaser stated that the sale of the General Obligation <br />Improvement Refunding Bonds, Series 2014A along with the Advisory Service <br />Agreement were two (2) separate items and needed to be two separate motions. <br /> <br />All in favor. Motion Passed. <br /> <br />Motion by Council Member Fehenbacher seconded by Council Member Paar to <br />approve the Advisory Service Agreement as presented. All in favor. Motion passed. <br /> <br /> <br />3.Schedule Public Hearing for December 10, 2014 ~ 2015 Mill & Overlay Project. <br /> <br />Engineer Statz stated that he, previous Administrator Larson and Mr. Burmeister had met <br />in regards to a proposed 2015 Mill & Overlay Project on the recommendation of Public <br />Works Director Palzer. Engineer Statz stated that the first step is to receive a feasibility <br />study and then call for a public hearing on the improvement. <br /> <br />Engineer Statz presented the feasibility study stating that the proposed project showed <br />work to be completed in 2015 as green and 2016 in red. Engineer Statz also stated that <br />the proposed roads that are to be included in the 2015 project are Dupre Road, Brian <br />Drive south of Clear Water Creek, Eagle Trail, Portage Way and the roads locate in <br />Royal Meadows which are North Robin Lane, South Robin Lane, West Robin Lane and <br />Cardinal Drive. The feasibility study has an approximate cost of $350,000. This road <br />project will be similar to the 2014 project. A discussion ensued how the 2014 road project <br />was completed. For the 2015 project, they would like to mill deeper, which could <br />slightly more costly, but by milling an inch at the curb up to the center line, they hope <br />this will solve some of the problems they ran into with the 2014 mill and overlay project. <br />Council Member Fehrenbacher ask Mr. Statz about the height of the asphalt comparative <br />to the manhole covers and would this solve that problem, Mr. Statz stated it could solve <br />some of those problems. Mr. Statz stated that the Robin Lane area would need more than <br />just mill and overlay. They would need a full payment replacement. <br /> <br />Engineer Statz stated that two (2) hearings will need to be scheduled one (1) for the <br />project and one (1) for the assessments. <br /> <br />a.
