MEMORANDUM <br /> TO: City Council,City of Centerville <br /> FROM: Sami Corlew <br /> Kurt B Glaser <br /> Smith&Glaser,L.L.C. <br /> DATE: January 22, 2015 <br /> RE: Meetings Conducting using Interactive Television/Skype <br /> A Councilmember may participate in a regular city council meeting through Skype or <br /> other video conferencing means while physically present at a remote location outside Minnesota <br /> without violating Minnesota's open meeting law. All four of the following requirements must be <br /> met: <br /> 1. At least one councilmember is physically present at the regular meeting location. <br /> 2. All councilmembers must be able to hear and see each other and all discussion <br /> and testimony presented at any location at which at least one councilmember is <br /> present. <br /> 3. All members of the public at the regular meeting location must be able to hear and <br /> see all discussion,testimony, and votes of all councilmembers. <br /> 4. Each location at which a councilmember is present must be open and accessible to <br /> the public. <br /> If interactive television is used to conduct a regular, special,or emergency meeting, the <br /> public body shall provide notice of the regular meeting location,notice of any site where a <br /> member of the public body will be participating by interactive television and notice of the fact <br /> that some members may participate by telephone or other electronic means. Furthermore,the <br /> council member must be present in a location which is open and accessible to the public. Each <br /> member of the governing body participating in a meeting by telephone or other electronic means <br /> is considered present at the meeting for purposes of determining a quorum and participating in all <br /> proceedings. <br /> 91 <br />
