Glossary of Terms <br /> Aquifer—any water-bearing bed or stratum of earth or rock capable of yielding groundwater in <br /> sufficient quantities that can be extracted (Minn. Rules, part 6115.0630, subp.2) <br /> Appropriating—withdrawal, removal, or transfer of water from its source regardless of how the water is <br /> used (Minn. Stat., sec. 103G.001,subd.4) <br /> Artesian aquifer or confined aquifer—a water body or aquifer overlain by a layer of material of less <br /> permeability than the aquifer.The water is under sufficient pressure so that when it is <br /> penetrated by a well, the water will rise above the top of the aquifer. A flowing artesian <br /> condition exists when the water flow is at or above the land surface(Minn. Rules, part <br /> 6115.0630, subp. 4). <br /> Basin— a depression capable of containing water which may be filled or partly filled with waters of the <br /> state. It may be a natural, altered, or artificial depression (Minn. Rules, part 6115.0630, subp.5) <br /> Buried Quaternary Aquifer —an aquifer composed of glacially associated sands and/or gravels, over <br /> which a confining layer of clay or till was deposited <br /> Conservation rate—a water fee (rate) structure that encourages conservation and may include <br /> increasing block fees, seasonal rates,time of use rates, individualized goal rates,or excess use <br /> rates (Minn. Stat., sec. 103G.291, subd.4(a)) <br /> Demand reduction measures— actions that reduce water demand,water losses, peak water demands, <br /> and nonessential water uses. Demand reduction measures must include a conservation rate <br /> structure, or a uniform rate structure with a conservation program that achieves demand <br /> reduction (Minn. Stat., sec. 103G.291, subd.4(a)). <br /> Groundwater—subsurface water in the saturated zone.The saturated zone may contain water under <br /> atmospheric pressure (water table condition), or greater than atmospheric pressure (artesian <br /> condition) (Minn. Rule, part 6115.0630, subp. 11) <br /> Native plant community—a group of plants that interact with each other and with their environment in <br /> ways not greatly altered by modern human activity or by introduced organisms <br /> Nested Obwells—Two or more adjacent water-level observation wells completed in different aquifers, <br /> or different depths within the same aquifer. Used to determine vertical differences in <br /> groundwater levels or heads. <br /> Normal(climate)—the average of a climate variable such as precipitation or temperature over a <br /> standard 30-year period (e.g. 1981-2010) <br /> Obwell—a water-level observation well in the DNR network <br /> Potential evaporation or free water surface evaporation—evaporation from a thin film of water having <br /> no appreciable heat storage (Farnsworth et al., 1982). <br /> 90 <br />
