Draft North & East Metro Groundwater Management Area Plan 7.2 <br /> Protected flow—the amount of water required in the watercourse to accommodate instream needs <br /> such as water-based recreation, navigation, aesthetics, fish and wildlife habitat, water quality, <br /> and needs by downstream higher priority users located in reasonable proximity to the site of <br /> appropriation (Minn. Rules, part 6115.0630, subp. 12) <br /> Protective elevation— the water level of the basin necessary to maintain fish and wildlife habitat, <br /> existing uses of the surface of the basin by the public and riparian landowners, and other values <br /> which must be preserved in the public interest(Minn. Rules, part 6115.0630, subp. 13) <br /> Recharge—the addition of water to the groundwater system <br /> Safe yield—water table condition:the amount of groundwater that can be withdrawn from an aquifer <br /> system without degrading the quality of water in the aquifer and without allowing the long term <br /> average withdrawal to exceed the available long term average recharge to the aquifer system <br /> based on representative climatic conditions (Minn. Rules, part 6115.0630, subp. 15) <br /> artesian condition:the amount of groundwater that can be withdrawn from an aquifer system <br /> without degrading the quality of water in the aquifer and without the progressive decline in <br /> water pressures and levels to a degree that will result in a change from artesian condition to <br /> water table condition (Minn. Rules, part 6115.0630, subp. 15) <br /> Transpiration—the process of transport of water from plant roots to above ground parts where it is <br /> released to the atmosphere as vapor <br /> Water table aquifer or unconfined aquifer—an aquifer where groundwater is under atmospheric <br /> pressure (Minn. Rules, part 6115.0630, subp. 17) <br /> Water-use conflict—A situation where the available supply of waters of the state in a given area is <br /> limited to the extent that there are competing demands among existing and proposed users <br /> which exceed the reasonably available waters (Minn. Rules, part 6115.0740. subp. 1). <br /> Well interference—A situation where an appropriation reduces water levels beyond the reach of public <br /> water supply and private domestic wells constructed according to Minn.
